Scothern Neighbourhood Development Plan Group - Terms of Reference

Purpose:

The Neighbourhood Development Plan Group will prepare the legislative process of a review of the Scothern Neighbourhood plan. This process will include a set of public consultation periods so that the plan accurately represents the views of the residents and other stakeholders.  The group will also be responsible for carrying out reviews of the plan at appropriate timescales and ensuring appropriate consultation takes place.

Objectives:

The group will meet monthly to: 

•    Determine the overall scope and objectives of the plan 
•    Manage the process of preparing the plan to ensure effective progress. 
•    Build and maintain links with the Local Planning Authority 
•    Keep under review the legislative requirements around Neighbourhood Planning to ensure the plan meets all requirements 
•    Make recommendations to the Parish Council on resourcing the plan. 
•    Make recommendations to the Parish Council on involving the wider community in the plan 
•    Manage the gathering of evidence necessary to inform each of the issues within the scope of the plan 
•    Identify and assess options available in respect of each issue and prepare a draft plan for wider consideration. 
•    Produce notes, reports and documents relating to the plan

Authority:

West Lindsey District Council formally designated Scothern Parish Council the qualifying body for the purposes of preparing the plan (as per Neighbourhood Plan Regulation 2012) on the 9 April 2015. The group has full delegated authority to manage the process of preparing the plan as set out in the objectives and within agreed budgets; up to and including the publication of the consultation draft plan. Regular reports will be made to the Parish Council to ensure effective progress. Scothern Parish Council will approve the final draft Neighbourhood Development Plan prior to submission to the local planning authority.

Resources and Budgets:

Funding for the Neighbourhood Development Plan is via a grant from the Local Authority applied for by the Parish Council in the financial year. Any underused funding is returned at the end of the financial year. 

Meeting Arrangements:

The group will meet monthly generally on the third Wednesday of each month.
