October 2021 Notes Scothern NDP Group

Notes of the meeting of Scothern Neighbourhood Development Plan Group on Wednesday 27th October at Methodist Church, High Street, Scothern
Present: Cllr Cathie Nicoll, Cllr John Fotheringham, Cllr Robert Creaser, Cllr Jane Johnson, Luke Brown, Planning Consultant, Ruth Northeast, Resident
Cathie Nicholl informed the group that the DropBox shared drive that had been used last time was still active and contained all the previous documentation. She would provide access to the group members and invite them to access the drive.
A discussion took place on the current number of residences in Scothern and the number available as affordable housing. There was currently no published information available, Ruth Northeast would continue to identify where possible for the review of the Development Plan.
Luke Brown updated the group on the outcome of the Central Lincolnshire Local Plan (CLLP) Consultation. The published responses were now available online but it is not likely that we will know the outcome for Scothern on future housing developments until January 2022.
Prior to the meeting Luke Brown distributed a document identifying the sections of the Scothern Neighbourhood Development Plan to be reviewed prior to consultation and indicated whether the sections should be updated, left the same, removed or replaced. This was received by the group and further discussion took place on the following sections:
• S1 Location of new development – New section to be created once we are informed of the outcome from CLLP. The content of the new section will be dependent on the outcome.
• H1 & H2 Future Housing Need and Housing Mix and Type – To be updated to identify what is in place now and what the gap is in line with CLLP outcome, this will take account of public feedback from planned consultation surveys and events.
• D1 Design and Character – The group discussed the need to use an external consultant firm for building a bespoke model for Scothern, undertaking design work, including potential layouts, and negotiating directly with Developers for any new sites. It was agreed that this would be pursued.
• T1 Parking Standards – This section complies with current local and national policy, but it was agreed to consult with the public for their views on whether or not garages are counted as parking spaces.
• B1 Working from home – To be removed as this section is now included within the Housing Mix section under adaptable living.
• C1 Provision of New or Improved Community Facilities – Some tweaks to update in line with changes to National Planning Policy. The group agreed that a separate section to be included on the impact of the Scothern Village Hall Development.
It was agreed that nothing further could be done on the Housing and the Design and Character sections until the outcome of the CLLP was known. Until then the focus of future meetings would be on updating the other sections. Luke Brown proposed he would start to review and edit sections for the group to consider and each meeting would focus on one or more sections. This approach was agreed by the group.
The current documents introduction, vision and objectives sections would also need to be reviewed by the group.
The public would be consulted on the draft version of the plan. The timescale for submission of the plan was identified as March 2022 for the draft plan and late April 2022 for submission of final plan.
Next steps:
1. Cathie Nicholl to invite members to access existing Dropbox
2. Cathie Nicholl to provide Ruth Northeast and Luke Brown with a word version of the current plan.
3. Ruth Northeast to continue to identify information on current profile of residences in Scothern
4. Luke Brown to ensure external consultants are utilised for design of any further housing developments
5. Luke Brown to commence editing of the sections of the existing plan.
