Minutes of the May Meeting of Scothern Parish Council

Held in the Methodist Church, Wednesday 14th May 2025 at 7.55pm, following the Annual Meeting

 

Present:  Cllr J Atkins, J Johnson (Chair), B Patchett, M Unwin

In attendance: L Brooks-Sleight (clerk), LCC Cllr J Smith (left at 132/2025) and 2 residents (one left after 126/2025)

 

124/2025 Apologies for Absence

Received from Cllr Canton & Creaser with reasons accepted. Resolved

 

125/2025 Representatives Report

Apologies were received from WLDC Cllr B Velan. LCC Cllr Jane Smith introduced herself as the new councillor for Welton Rural, along with 44 UK Reform councillors settling into a new structure at the council offices.

 

126/2025 Public Participation meeting temporarily closed at – 7.59pm

A resident spoke to the council of his concerns of the lack of bus service and a social media post on a service. Also, an issue with trees on Heathlea affecting telephone wires.

 

127/2025 Declarations of Interest – 8.05pm

None received

 

128/2025 Minutes of last Meeting

The notes of the Parish Council Meeting held on 9th April 2025 were approved as a true & correct record. Proposed & seconded, 2 votes for, 1 against and 1 abstained. Resolved

 

129/2025 Clerks Report

-Springbok IT Services – have completed the Cyber Security course and are now compliant to continue to work with Scothern PC

-NEST Risk Assessment course 29th May has been cancelled due to low numbers. LALC will reschedule at a later date

-Lindum Homes, Mark Foster has confirmed the meeting for the 11th June at 6.30pm, an informal agenda will be advertised on social media, notice boards, Scothern News. Residents to be invited to submit questions/concerns before the 29th May.

-Ian Moore Contractor, invoices were being sent throughout the month, I have asked for monthly invoices at the end of each month.

-War memorial – still awaiting the meeting with the DAC. Draper Memorials have quoted £450 to in script the 3 missing names when refurbished, St Germains PCC have been informed

-Sudbrooke Rd – new residents have been given the Welcome leaflet and the May issue of the Scothern News

-WLDC have notified me that the council may now co-opt a new member. Notices will be displayed on the NB, website and Scothern News.

-New Play Park equipment – will be installed at the end of June, the VH have given dates of their events to avoid.

-LALC response on councillors using a chainsaw and training has been circulated to all members prior to the meeting.

-AJET are currently dealing with a large job so unable to give a date for Grange Park investigations works.

-Scothern News – price increase with Pelican Trust (due to running costs, price increase of the paper, salaries & NI contribution), for 29 copies £32.75  

-clerks mobile was approved to keep cost at £7.50pm with a new sim deal but a new phone deal was available at the same cost with a new 2-year guarantee

 

130/2025 SRC Trustee

Information was circulated prior from SRC on becoming a trustee. This was discussed with no current interest from members.

 

131/2025 WLDC CIL Report

The 2024/25 CIL report was approved, currently £547.90 unspent CIL money Proposed & seconded. Resolved

 

132/2024 Play Area

The monthly report was circulated with no immediate risks/repairs, to be monitored. Clerk to chase the nest swing shackles repair.

 

133/2025 Community Speed Watch

The speed data report was circulated prior. Cllr Atkins reported an issue with the sun reflecting on a solar panel, dazzling drivers on Sudbrooke Rd in April.

 

134/2025 Police

The NC07 Police crime report was circulated prior.

 

135/2025 Highways

No updates/issues to report

Nothing to discuss

 

137/2025 Bus Service

Cllr Johnson reported on the possibility of a future meeting with Stagecoach, to be arranged.

 

138/2025 Grange Park group

The notes from the groups meeting were circulated prior. There are possibly 3/4 dead trees that will need removing, the group to be asked to mark the trees for future felling.

 

139/2025 Finance

The monthly accounts for payment; the corresponding bank statements up to 30/04/25 were approved as a true & correct record. Cllr Patchett & Canton were nominated to authorise the online bank payments. Proposed & seconded. Resolved

 

140/2025 Village maintenance

-the white fence near the pub is peeling, clerk to get a quote to repaint

-a mud ramp has appeared at Grange Park, clerk to ask the working group to remove it

-Cricket advertising boards dumped over a hedge at the village hall and a yellow hose dumped in the top corner of the playing field, clerk to email the SCR

 

141/2025 Communication Strategy

Cllr Johnson & Atkins attended the LALC course ‘Communicating with your Community’. Cllr Johnson to arrange an informal discussion prior to the next meeting to discuss a communication strategy for approval.

 

142/2025 LALC Training Scheme

a. The clerk recently attended free webinars on Internal Communications, Data protection & FOI and Health & Safety duties keeping the council compliant.

b. No current training requests from members
