Minutes of the May Meeting of Scothern Parish Council, held in Scothern Methodist Chapel, 6th May 2026 -8pm
97/2026 Apologies for Absence - Apologies with reasons were received from Cllr J Johnson, D Canton & M Unwin,
all accepted.
98/2026 Representatives Report -To receive reports from the District & County Councillors.
Cllr Baptiste Velan sent his apologies and reported -the property on Dunholme Road, I haven’t received any updates since the enforcement team confirmed on 01/04/2026 that they would investigate. I’ve contacted them again today for a progress update, as another resident has been in touch.
Cllr Jane Smith reported on the footpaths on The Alders, road closure order on Nettleham Rd by AW and the village weight restriction request.
99/2026 Public Participation - resolved to temporarily suspend the meeting for a period of no more than 15 minutes to allow for a period of public participation. The resident present spoke regarding the grassed area at the end of Elmdene; flooding on Craypool Lane; who owns the ditches behind Back Lane as they haven’t been cleared for several years. All issues noted. The resident left the meeting, and the Chair reopened the meeting
100/2026 Declarations of Interest - To record declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensation for any listed agenda items. None received
101/2026 Minutes of last Meeting - The minutes of the Council Meeting held on 1st April 2026 were approved as a true & correct record. Proposed & seconded. Resolved
102/2026 Clerks Report - To receive Clerk’s report
• Public footpath/grass verge through The Alders – WLDC reported that the land appears to have been retained by the original developer, Monro Homes, which no longer exists and it hasn’t been transferred to any homeowner, and there’s no management company responsible for it. LCC have confirmed that although they maintain the adopted highway up to the footway, they do not own or maintain the grassed area. WLDC are retrieving the original planning documents for The Alders development to check whether the land was intended to be public open space, to help determine who is responsible.
• Padlock has been purchased for the small gate War Memorial for safety £3.50
• Easter Hunt – 10 children entered and 1 was randomly chosen as the winner. The prize has been given.
• The Alders street sign has now been replaced and the Elmdene sign is being looked at this week by WL
• An update from Countryside Access, the “gate” end of PF 156. Though reasonable solid and not really an issue , I’ve decided that I will put in a post to solidify. As not urgent, this will be done under the normal timescales and needs safe dig plans prior to committing the job. Unfortunately, these are taking about a month to come through so please don’t expect anything too soon.
• £300 received from Cllr Baptiste Velan CIF towards adding the missing names on the war memorial
103/2026 Best Garden Competition – To discuss and approve this year’s competition, judging, categories & prizes. After a discussion it was approved to ask local businesses for sponsorship of prizes, Scothern Nurseries to judge in July, and to have the same categories and prizes as previous years - £185 in Scothern Nurseries vouchers. Chairs allowance approved to be used to top-up the prize pot if required. Proposed & seconded, Resolved
104/2026 Play Area - To receive the monthly play area report and approve any future actions required.
Cllr Atkins sent the monthly report prior to the meeting, no immediate actions required -a hole to be monitored near the basketball net. Email received from a resident re: bird droppings on swings. It was approved to purchase rubber spikes to be placed above the swings as a deterrent – B&Q approx. £14. Proposed & seconded, Resolved
105/2026 Highways - To discuss and receive any issues/updates and decide future actions.
Email received from a resident re: parking issues on Sudbrooke Rd/Church St junction – Cllr Smith to enquire with Highways to see if anything can solve the issues.
Sudbrooke Rd between the villages – hedges/trees encroaching the footpath, reported on Fix my street
Nettleham Rd closure, 19/05/2026 – 21/05/2026 for AW mains repairs.

To approve & sign the monthly accounts for May payments with the corresponding bank statements up to 30/4/26 - bank balance of £82,128.62, and to nominate 2 councillors to authorise the online bank payments.
Proposed & seconded to approve all the above and Cllr Patchett & Creaser were nominated to authorise the bank payments. Resolved

d. Lindum Homes – West Thorne Grange, update on the development sent prior
e. War Memorial – all completed, invoice received, names have been added today and there will be a Dedication Service to be arranged for a future date
f. SRC – AGM to be held on 11th May at 7.45pm
g. Emergency plan – date of Community drop-in session to be arranged
h. Village weight restriction – Cllr Smith submitted request to LCC Highways, response to be published in the Scothern News
i. Church St one-way system – no further update

The notice board on Grange Park needs repairing (Welcome sign fallen off) and staining, Handy-man N Sneath will varnish and repair it, charging by the hour.
