Minutes of the June Meeting of Scothern Parish Council, held in Scothern Methodist Chapel, 3rd June 2026 7.30pm
Present: Cllrs Jane Johnson, Robert Creaser, Jackie Atkins, Derek Canton, Barnaby Patchett
Not present: Cllrs Sian Watt Jones, Mark Unwin

Cllr Johnson signed the Declaration of Acceptance of Office, prior to the meeting
113/2026 Apologies for Absence -Apologies with any reasons received from Cllrs Watt Jones & Unwin, accepted.
114/2026 Representatives Report - County Councillor Jane Smith reported on the response of the footpaths on The Alders & Juniper Drive from LCC; potholes to be filled on Vicarage Lane; response from LCC on lorries unloading on Sudbrooke Rd; LLC response that it didn’t warrant the one-way system on Church St and the A158 at Sudbrooke not meeting the criteria for any works.
115/2026 Public Participation - To resolve, if necessary, to temporarily suspend the meeting for a period of no more than 15 minutes to allow for a period of public participation. No public present
116/2026 Declarations of Interest - To record declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensation for any listed agenda items. None received
117/2026 Minutes of last Meeting - The minutes of the Annual Meeting of the Council & the May Council Meeting held on 6th May 2026 were approved as a true & correct record. Proposed & seconded. Resolved
118/2026 Clerks Report - To receive Clerk’s report
• A 14year old resident, currently doing his Duke of Edinburgh Award and has volunteered to do 3 months litter picking in the village, 1 hr a week for 3 months and will track his routes, he has been given the Risk Assessment and confirmed that it has been read (he will be litter picking with an adult) Litter picking equipment has be provided.
• War Memorial refurbishment/cleaning has been completed, and the invoice has been paid. A Dedication Service has been arranged for Thursday, 16th July 2026 at 10.45am. Rev Paul Maple will conduct the service, Ellison Boulters School have been invited, WLDC officers have been invited, and a road closure request has been submitted to LCC.
• WLDC – still not heard anything on The Alders planning agreement on the ownership of grassed area & tree or the responsibilities of ditches but the Flood Resilience Team may be able to help with the ditches. The fence & tree along the footpath from the Alders, it doesn’t appear to be the tree roots affecting the fence, after an investigation, it seems that the loose fence panel is from the design of the fence but still needing to know who is responsible for the land/trees.
• AGAR forms were placed on the notice board and on the PC website on Monday 1st June 2026 along with the Public Rights notice
• The footpath on the west side of Sudbrooke Rd is covered in weeds/grass and the cyclical weed treatment no longer effective – report on Fix my street asking to be considered for siding works
119/2026 Best Garden Competition – To receive an update.
Cllr Johnson updated the council on the judging to take place on the 19th June by an independent judge and the winners will be announced in the Scothern News. Requests for sponsorship - £55 received to date, prize vouchers have been ordered from Scothern Nurseries.
120 /2026 Play Area - The monthly play area inspection report, dated 3rd June 2026 at 9.15am was sent prior by Cllr Atkins who reported that the single bench is showing signs of wear, but no immediate actions are required. Quotes to be obtained for the next meeting to replace.
121/2026 Flood Resilience Team meeting 14th May 2026 – to receive an update.
A report was circulated prior from the meeting and Cllr Johnson to summarise this and place in the July Scothern News to inform residents
122/2026 Grange Park fence/gate posts – to receive & consider quotes to repair/replace fence and posts
Only one quote received after meeting with 2 separate contractors, to replace the old broken fence and gate post at Grange Park and place grids under the small gate to help create a firm and solid walkway. Approved Ian Moore Contracting quote, proposed & seconded, Resolved
123/2026 Highways - To discuss and receive any issues/updates and decide future actions
• Emails/phone call received - the Sudbrooke Rd junction with A158 is a dangerous junction and concerns raised over the safety exiting the junction, a couple of accidents this last week with advertising boards on the grass verge blocking the views of oncoming traffic. These were forwarded to Cllr Jane Smith as an Highways issue
• Lorries Sudbrooke Rd – residents concern over the loading & unloading of vehicles, forwarded to Cllr Jane Smith and a response shared from highways
• Dunholme Rd property issues with piles of waste & rodents, it appears that the garden has been cleared
• Sudbrooke Rd trees/bushes that were reported on Fix my street have been cut back
• School parking Craypool/Sudbrooke Rd/Church St – issues reported from residents, Cllr Smith logged these with LCC Highways TRP on 6th May and an assessment of the location was put forward. No further updates
124/2026 NJC rate for mileage allowance expenses -To approve in accordance with the Contact of Employment. The new rate of 55p per mile was approved. Proposed & seconded, Resolved
125/2026 Finance - To approve & sign the monthly accounts for June payments with the corresponding bank statements up to 30/5/26 - bank balance of £71,384.67, and to nominate 2 councillors to authorise the online bank payments. Proposed & seconded to approve all the above and Cllr Johnson & Canton were nominated to authorise the bank payments. Resolved

126/2026 Village Maintenance – to receive any current issues and discuss future actions
The following issues were raised – the Scothern shields need re-fixing on pole to make safe; the name board has fallen of the notice board at the bus shelter; the bird spikes to be fixed on top of the swings; the white metal posts along the beck need cleaning & painting. It was proposed & seconded to ask Ian Moore Contracting to repair/fix the above.
The road signs/street names were in need of cleaning – councillors volunteered to clean these. Litter picking – Cllr Johnson reported that we have a few regular litter pickers, both residents & councillors and proposed placing an advert in the Scothern News, looking for residents who would be prepared to take an area on a regular basis.
127/2026 To receive reports/updates
a. Community Speed Watch/Speed device monthly data – Cllr Creaser sent the data prior to the meeting
b. Police – Cllr Canton reported on the latest crime report in Scothern and the Neighbourhood Alert system
c. Village flooding – covered in item 121/2026
d. Lindum Homes, West Thorne Grange – no updates
e. SRC – Clr Johnson updated the PC on the latest SRC meeting
f. Emergency plan – still awaiting a date from the LRF and the village hall

129/2026 Planning - To receive any decisions and discuss any applications received from WLDC – no current decisions or applications
130/2026 LALC Training Scheme - To approve any training requests by members. None received

133/2026 Agenda items for next meeting (by 24th June) and any updates/points from members
• Cllr Creaser & Canton wanted to thank Lisa for all her work & preparation at the Flood Resilience Team meeting held on the 14th May 2026, all participating agencies spoke very highly of her knowledge which will help assist them in their research and actioning of the flooding issues within the village.
• LIVES Community Lifesaving session for residents, availability 25th July 2026, 2 hrs for a donation, check availability with the Methodist Chapel
• Meet the councillors prior to the next meeting, 7pm on the 1st July 2026

The Chair proposed the Council went into closed session - approved, Resolved

Cllr Jane Smith and the clerk left the meeting
A letter was received and discussed by the Council, following full consideration it was decided and Resolved there was no case to answer.
