A meeting of Scothern Parish Council took place on Wednesday 8th December 2021 at 7.30pm in The Methodist Church, Main Street, Scothern.

  3. County Councillor Report – County Councillor Rawlins reported:
    • Volunteering scheme by Balfour Beatty – no further update available
    • Dunholme Road resurfacing – required maintenance has been confirmed as being included in the 2022-23 programme
    • County Council Budget is to be discussed at the next County Council meeting on 4th January 2022 where a maximum increase of the budget can be up to 5%.
    • Adult Social Care – a new scheme comes into effect from April 2022 to go to a gross payment scheme for non-self-funders.

Notes of the Council Meeting held on 10th November 2021 – to receive, approve and sign as minutes - proposed Cllr Ms Johnson, seconded Cllr Fotheringham and agreed by all to sign the notes of the last meeting as a true record.

a. To receive an update regarding the Community Speed Initiative

No sessions have taken place this month. #

Clerk will include a request for more volunteers in Parish Magazine. Requests have already been included on the website and the Facebook page – regular requests to be added.

b. Playpark – To receive an update on the necessary maintenance to the play area

No further update to note

c. To receive an update regarding Christmas tree event and the live Advent calendar

  • The annual Christmas event was well attended – next year the poster will include the time the actual event starts, not the time of the light switch on.
  • Live advent calendar – this has been well received by residents.  Should the event go ahead next year, volunteers will be requested earlier in the year to ensure the map is advertised earlier.

  1. To receive an update regarding the cancellation on the Multidata broadband at the village hall

Telephone line into the village hall has been repaired, new router now needed to try and strengthen the WiFi signal.

An invoice from Multidata for a new router has been received for the sum of £83.99 – this will be sent to West Lindsey District Council for confirmation that they will cover the costs before payment is made by the Parish Council.

Council Functions:

a. To discuss and take any necessary action regarding the reinstatement of public transport, including a shopper bus

It is hoped that a shopper bus will be reinstated early in 2022.

b. To discuss and take any necessary action regarding the Central Lincolnshire Local Plan Review

Cllr Mrs Nicoll reported that a further draft of the CLLP will not be made – the final version will be made available in February 2022.

c. To discuss and take any necessary action regarding the Neighbourhood Plan review

A consultation event is taking place on Saturday between 10am and 2pm. 

A grant offer has been received for £6235 from Locality – Clerk will complete the necessary paperwork to claim this amount.

d. To discuss and take any necessary action regarding the Queens Platinum Jubilee Beacons

Proposed Cllr Fotheringham, seconded Cllr Creaser and agreed by all not to participate in the Platinum Jubilee Beacons as there is no safe place to house an oil burning beacon.

e. To receive an email from a resident regarding maintenance to the War Memorial

Cllr Mrs Nicoll reported that an email has been received from a resident regarding maintenance to the war memorial and the possible relocation of it.  Chair advised that West Lindsey District Council Grants Officer has been consulted.  Possible grants, costs and contractors will be investigated by Grant White (Communities Manager, West Lindsey District Council), further information awaited. This information has been passed onto St Germain’s PCC.

Proposed Cllr Ms Johnson, seconded Cllr Fotheringham and agreed by all to support this request.

f. To review policies and procedures

Proposed Cllr Ms Johnson, seconded Cllr Patchett and agreed by all that Cllr Ms Johnson and the Clerk will review the policies and procedures due for renewal.  Any necessary amendments will be proposed at a future meeting.

To discuss and take any necessary action regarding the proposal to close the road between Church Lane, Sudbrooke and Sudbrooke Lane, Nettleham (Nettleham and Sudbrooke / active travel quiet route) – Cllr Rawlins updated:

  • LCC has been awarded £800,000 funding from Active Travel Fund to encourage walking and cycling.
  • The road between Sudbrooke and Nettleham has been proposed as a cycleway and footpath and closed to vehicles.
  • Sudbrooke PC recently held a public meeting to ascertain public opinion.
  • Resident of Sudbrooke is leading a petition against the proposal.

  • Consultation is only available to be commented online – discrimination against those who have no access to the internet or a computer.
  • Proposal detail and public survey available at www.letstalk.lincolnshire.gov.uk      This will be shared on the website and Facebook page.  Individuals are encouraged to reply.
  • A copy of the survey and the petition will be available at the Neighbourhood Plan review consultation on Saturday 11 December 2021.

Proposed Cllr Mrs Nicoll, seconded Cllr Fotheringham and agreed by all to object to this consultation on the following points:

  • Both villages have elderly populations – a footway / cycleway is not convenient for the elderly population.
  • The A158 junction is an accident black spot
  • The traffic to Ellison Boulters is very busy – figures from the speed signs will be used to evidence this.
  • Drivers will use Scothern as an alternative route to Nettleham, which will increase the carbon footprint.
  • Scothern not consulted.
  • The response needs to go to Democratic Services and Richard Davies, copying in County Councillor Rawlins and Sudbrooke Parish Council.

Financial matters

a. Current financial statement

Proposed Cllr Canton, seconded Cllr Creaser and agreed by all to approve the current financial statement.

b. To receive an update regarding CIL payments due for the development on Dunholme Road

This is an ongoing matter.  Cllr Mrs Nicoll has been in communications with WLDC planning department regarding the long overdue payment and the CIL procedures.  Cllr Mrs Nicoll to continue seek clarification and pursue payment.

c. To agree the annual subscription for Microsoft 365

Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all to pay annual Microsoft Office 365 fee of £59.99.  When payment has been made by the Clerk, receipt will be forwarded to Cllrs Mrs Nicoll and Fotheringham to authorise the reimbursement payment to the Clerk.

160.21  Highways and Maintenance:-      

Update report  (JLF)

a. Overgrown hedge on Lime Tree Paddock - No update

b. To discuss and take any necessary action regarding maintenance required to the cycle path on the east side of Sudbrooke Road - necessary maintenance work programmed for early 2022.

c. To discuss and take any necessary action regarding the resurfacing of the footpath on the west side of Sudbrooke Road – No further update.

d. To discuss and take any necessary action regarding the resurfacing of Dunholme Road and Main Street – No further update.

e. To discuss and take any necessary action regarding flooding on Main Street, adjacent to number 23 – No further update.

f. To discuss and take any necessary action regarding repairs to culvert on the beck adjacent the war memorial - report on Fixmystreet states that no further action will be taken regarding this issue.  Cllr Fotheringham requested that this be resent as it is cracked at the bottom and water will be undermining the road and possibly the churchyard.  County Councillor Rawlins will also be copied into the email.

g. To receive and decide upon quotes for the village planters

Proposed Cllr Fotheringham, seconded Cllr Patchett and agreed by all to accept quotation from Rudies Roots for the sum of £562.20 (Summer 2022) and £457.46 (Winter 2022) to plant and maintain village planters.

h. To discuss and take any necessary action regarding the purchase of a seat for the bus shelter on Dunholme Road and Cade Close.

Proposed Cllr Creaser, seconded Cllr Canton and agreed by all not to provide a seat in the bus shelters.  This will be reconsidered when a bus service is reinstated.  The Clerk will advise the proposed contractor.

i. To receive an email from a resident regarding overgrown hedges in the Parish Council car park and take any necessary action

  1. 143867 – Land at Dunholme Road (9 St Germains Way) – Planning application for change of use of agricultural land to domestic garden area for dwellings on adjacent approved housing development – being variation of condition 2 of planning permission 138433 granted 28 November 2018 – amended plans received to remove easement strip – Granted
  2. 142777 – Land adj. The Croft, 22 Dunholme Road – Appeal for Planning application to convert and extend garage to form 1no. dwelling – discuss and submit any comments to the Planning Inspectorate – Proposed Cllr Fotheringham, seconded Cllr Ms Johnson and agreed by all to respond advising that Scothern Parish Council supported the original application and this view has not changed.

b. Scothern Recreation Centre and Spirit of Scothern – receive update report – Cllr Fotheringham reported the following:-

  • Further Flix in the Stix has taken place.
  • Afternoon tea event was well attended.
  • Bookings of the hall are starting to increase again
  • The drawings of the proposed building have been amended – estimates to be sought and planning application submitted.
  • Further fundraising committee is being set up to apply for grants to contribute to the costs of the new building.
