A meeting of Scothern Parish Council took place on Wednesday 13th October 2021 in the Methodist Church, Main Street, Scothern.#

Present:                          J Fotheringham (JLF) (Vice-Chair), R Creaser (RC), Ms J Johnson (JJ) and B R Patchett (BP)

Information regarding the Good Neighbour Scheme from Reverend Paul Levins

  • A service that gives guidance and support to people that do not have accessible support – families and individuals.
  • Run as an independent charity – Welton, Dunholme and Scothern.
  • Council not expected to facilitate the scheme but support it, possibly offer an annual donation to keep the scheme going but this is not a condition.
  • Do not need to co-operate with other Councils, being looked at as an individual support.
  • Not a church scheme but a community scheme – it will be run by members of the community.
  • Recognise the value of the scheme and the value of operating in a wider area as well.
  • Already set up two “free food in school holiday schemes” as well as food larder in Welton during the lockdown.
  • It is this kind of service being looked at to establish over the three villages.
  • Scothern includes 4.4% of children in some form of deprivation equating to six children.
  • Scothern includes 5.9% of pensioners in some form of deprivation equating to seventeen pensioners.
  • Scothern includes 13.8% of working age people in some form of deprivation equating to sixteen working age people.
  • Community Lincs can help to get schemes running.
  • Process - someone phones or emails, goes straight to an answerphone, sends automatically to co-ordinator who will note the best support available to the person calling and then contact the volunteer list to see who can provide this help.
  • All volunteers DBS checked and have training.
  • Three villages have approx. 8,000 residents and so need approximately 40 volunteers.
  • Running costs will be £80/month = £960/year, spread between three councils would equate to £350 per Council if donation decided.
  • Annual grant may be available from WLDC.
  • District Cllr England happy to support the scheme.
  • Do we know any people that may be able to volunteer?  Co-ordinate?
  • Can the Parish Council raise awareness of the scheme? Councillors need to be aware, so  know who to contact if they see someone who needs this support.
  • This may take several months to set up due to workload already on with Community Lincs and no main steering group yet.

125.21  Minutes of previous meetings

Notes of the Council Meeting held on 8th September 2021 – to receive, approve and sign as Minutes - proposed Cllr Creaser, seconded Cllr Fotheringham and agreed by all to sign the notes of the last meeting as a true recorrds.

125.21 Update Reports:  

a. To receive an update regarding the Community Speed Initiative

No sessions have taken place for the speed watch this month.

Speed camera has been relocated during the month – data figures were reported.

The Clerk will refer to the data in the Parish newsletter stating there were 56 vehicles greatly exceeding the speed limit on Dunholme Road.  The majority of these leaving the village, possibly not realising that speed was also being monitored.

b. Playpark – To receive the annual safety inspection and take any necessary action

Playdays replied to the comments made on the RoSPA report and contacted the inspectors directly:

  • Play chippings – Playdays confirmed that certificate held confirming the bark meets all regulations. 
  • Concerns regarding the play fort raised with RoSPA, comments withdrawn and agreement received that the fort meets regulations.
  • Updated report has been received by the Clerk and circulated to Councillors.

Proposed Cllr Patchett, seconded Cllr Creaser and agreed by all to ask Playdays to tighten the nuts and bolts as required to ensure the equipment is safe.  A budget of £200 was agreed.

c. To receive an update regarding Christmas tree event and the live Advent calendar

The advent calendar is half full, the Clerk is promoting it more to get more volunteers involved including local businesses.

Cllr Patchett is to arrange the PAT testing of the christmas tree lights and arrange the supply of the Christmas tree.

d. To receive an update regarding the spreading on the fields and environmental impact

The Environment Agency (EA) replied to Council advising that EA does not regulate odour complaints in relation to manure spreading, it is the local Council who regulate this.  WLDC happy that spreading is within guidelines.

e. To receive an update regarding the cancellation of the Multidata broadband at the village hall

Proposed Cllr Patchett, seconded Cllr Ms Johnson and agreed by all to suggest a meeting between SRC and Multidata  to try and solve the issues before a final termination takes place.

f. Sudbrooke Road drainage

It is hoped that a detailed update will be available around late November/December.

g. To receive an update regarding the LALC Annual conference/AGM

Cllr Ms Johnson have the following report:-

  • A workshop with Breakthrough Communications attended regarding engaging with younger residents of the village – it was requested that this topic becomes a future agenda item.
  • Dunholme Road maintenance and Sudbrooke Road flooding  raised with LCC Highways Department (in attendance at Conference).
  • Cllr Davie, LCC Executive Councillor: Economic Development, Environment and Planning approached regarding public transport in the village.

 

126.21Council Functions:

a. To discuss and take any necessary action regarding the reinstatement of public transport

Email received from Lincolnshire County Council advising that a number of CallConnect buses are currently being used for Covid-19 booster services for the NHS.

A “shopper bus” has been agreed and it has been asked if residents would prefer two or three hours in town.

The Clerk will action a post on Scothern Parish Council’s Facebook page to ascertain residents preferences and a put a poster at the bus stop.  A deadline of 27th October 2021 for resident views was set to enable a response to LCC prior to next council meeting.

b. To discuss and take any necessary action regarding the Central Lincolnshire Local Plan Review

No action currently needed

c. To discuss and take any necessary action regarding the Neighbourhood Plan review

This project is ongoing – the main focus at present is compiling a resident’s survey.

d. To discuss the creation of a Good Neighbour Scheme in the village

Proposed Cllr Patchett, seconded Cllr Mrs Johnson and agreed by all to support the scheme. Financial donation to be discussed at a later date, once the correct procedures for grants and donations have been followed.

e. To note completion of receipt of code of conduct from Cllr Ms Johnson - Completed and filed.

127.21 Financial matters

a. Current financial statement

Proposed Cllr Patchett, seconded Cllr Creaser and agreed by all to accept the financial statement following three amendments to net figures in the expenses analysis.

b. To note the conclusion of the 2020-21 Annual audit and review the audit process

Proposed Cllr Patchett, seconded Cllr Creaser and agreed by all that the 2020-21 Audit Process was acceptable, and no changes need to be considered for the future.

c. To receive and decide upon a request from St Germain’s Church for grass cutting in the churchyard

Proposed Cllr Ms Johnson, seconded Cllr Patchett and agreed by all to continue to meet the cost of grass cutting in the churchyard during the 2022-23 budget year.

d. To agree to pay an increase in meeting room hire fees (Methodist Church)

Proposed Cllr Patchett, seconded Cllr Creaser and agreed by all to pay the increase in the meeting room hire charges.

e. To agree the purchase of a Remembrance Wreath

Proposed Cllr Ms Johnson, seconded Cllr Creaser and agreed by all to purchase a Remembrance Wreath at the cost of £25.

f. To receive an update regarding CIL payments due for the development on Dunholme Road

No action is currently needed

g. To discuss and take any necessary action regarding the preparation of the 2022-23 budget

Proposed Cllr Patchett, seconded Cllr Ms Johnson and agreed by all that Cllrs Mrs Nicoll and Fotheringham will put together a draft budget and circulate to Councillors for discussion and agreement at next meeting.

The Clerk to obtain information regarding increase in number of properties in the village from 2020/21 to 2021/22 financial years.

Proposed Cllr Fotheringham, seconded Cllr Patchett and agreed by all to contact Glendale to request invoices before the 1st Wednesday of each month.

128.21 Highways and Maintenance            

a. Update report – Please see below

b. To discuss and take any necessary action regarding an overgrown hedge on Lime Tree Paddock

Proposed Cllr Fotheringham, seconded Cllr Creaser and agreed by all to contact the LCC Enforcement Officer regarding cutting the hedge back to the back edge of the footpath at Lime Tree Paddock and around to Main Street.

This should have been completed as per the email dated 10 March 2021 received from  Joe Philips (LCC Highways) to County Cllr Sue Rawlins.

c. To discuss and take any necessary action regarding maintenance required to the cycle path on the east side of Sudbrooke Road

Proposed Cllr Ms Johnson, seconded Cllr Patchett and agreed by all, the Clerk will contact Joe Philips (LCC Highways) for an update following email of 11th January 2021 stating that cycle path would be inspected and maintained to a safe and serviceable condition.

d. To discuss and take any necessary action regarding the resurfacing of the footpath on the west side of Sudbrooke Road#

Council is waiting outcome following  County Councillor Sue Rawlins application for grant aid for this work to be completed. Noted Scothern Parish Council would have to meet the cost of materials.  Clerk to follow this up.

e. To discuss and take any necessary action regarding the resurfacing of Dunholme Road and Main Street

The Council have been advised that the necessary resurfacing work has been included in the 2022-23 maintenance programme.

Proposed Cllr Ms Johnson, seconded Cllr Creaser and agreed by all; Clerk to contact Joe Philips, LCC to request confirmation that the work will be conducted in early 2022-23 financial year, as work originally expected to be completed in the 2021-22 year.

The clerk will also request details of the findings of LCC officers site visit week commencing 4 October 2021, as at 13 October 2021 there is no evidence of potholes being marked for repair.

f. To discuss and take any necessary action regarding flooding on Main Street, adjacent to number 23

Proposed Cllr Fotheringham, seconded Cllr Patchett and agreed by all to contact Joe Philips, LCC for necessary maintenance and action to prevent flooding in this areas as per the plan formulated previously by Noel Robinson, LCC.

g. To discuss and take any necessary action regarding repairs to culvert on the beck adjacent the war memorial

Proposed Cllr Patchett, seconded Cllr Ms Johnson and agreed by all to contact Joe Philips, LCC requesting that the culvert which is believed to be cracked at its base is fixed as soon as possible. The warning sign also needs some remedial works.

The Clerk will report this on Fix My Street and chase up with the Highways department

h. To agree to obtain grass cutting, planters and village maintenance quotations

Proposed Cllr Patchett, seconded Cllr Ms Johnson and agreed by all to obtain grass cutting, planters and village maintenance tenders.

i. To discuss and take any necessary action regarding the purchase of a seat and guttering work to the bus shelter on Dunholme Road

Proposed Cllr Creaser, seconded Cllr Fotheringham and agreed by all not to fit guttering to the bus shelter.

Cllr Fotheringham to obtain a quotation for a bench.

129.21 Planning matters: -

a) 143731 – 9 Saxon Fields – Planning application for extension to side of garage to form studio – discuss and submit comments to WLDC – Proposed Cllr Ms Johnson, seconded Cllr Patchett and agreed by all to support this application.

130.21 Field paths - To discuss any maintenance due to the village fieldpaths

No action is currently required.

The Clerk to pursue maintenance to the Grange Park fingerpost with LCC.

SRC has received a £1000 grant from iGas, the Clerk to forward information received regarding further grants available.

A public consultation evening in relation to extensions/refurbishment of the village hall is arranged.
