A meeting of Scothern Parish Council took place on Wednesday 8th September 2021 in the Methodist Church, Main Street, Scothern.

External Reports          

a) Police Update - nothing  received

b) District Councillor Report (apologies received as Cllr Waller attending Planning Committee at WLDC)

  • WLDC has been looking into working procedures that have been adopted since Covid – going forward it is hoped that there will be a mixture of home and office working.
  • Some committees now meeting at the Guildhall ; other larger meetings have to be held in larger venues at a cost to the District Council.
  • Consultation period of the Central Lincolnshire Local Plan closed on 24th August 2021. All submissions will now be analysed, and the next stage will take place in Spring 2022.
  • CEO of WLDC, Ian Knowles has visited Scothern to discuss several issues, particularly relating to planning.  All comments were taken on board and a written response is expected.

c) County Councillor Report

  • Sudbrooke Road drainage scheme – plans to alleviate flooding have been finalised, including a major upgrade, deeper trenches, more gullies, minor adjustment to kerbs etc.  Road closures and diversions will need to be put in place when the work is undertaken – the school has been informed; parents will be advised when dates are known.  Date to be advised for a public event to advise residents of the plans and arrangements to be put in place for the duration of the works.
  • Noted scheme available for maintenance work by Balfour Beatty.  Nomination paper submitted on behalf of Scothern Parish Council for works to the footpath on the western side of Sudbrooke Road. If successful, the cost of the materials would be met by the parish and the labour provided by Lincs CC / Balfour Beatty
  • No update has been received regarding the resurfacing of Dunholme Road.
  • The County Council has been in recess over August, the next full council meeting is Friday 17th September 2021.

To receive and decide upon applications for co-option onto the Parish Council

Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all to co-opt Jane Johnson onto Scothern Parish Council. A Declaration of Acceptance of Office and Register of Interests were signed and handed to the Clerk. Code of Conduct to be forwarded to Cllr Johnson for signing. Copies of Policies including Standing Orders and Financial Regulations to be forward to Cllr Johnson.

Update Reports:  

  1. To receive an update regarding the Community Speed Initiative
  • Volunteer speed sessions took place at the end of July –  several speeding vehicles noted , mainly leaving the village.
  • The speed signs in the village are creating reports of vehicles incoming and leaving the village and speeds registered.
  • Cllr Canton requested that the purchase of another sign is discussed at a later date.  Cllr Mrs Nicoll suggested that a quotation be obtained for the full cost to enable discussion during the 2022-23 budget/precept figure preparations.
  1. Playpark – To receive an update regarding the maintenance of the village play area

Noted agreed maintenance has been carried out.

  1. Playpark – To receive the annual safety inspection report and take any necessary action

Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all, the following actions be undertaken:-

  • The Clerk contact Glendale to request that the play area equipment and benches are not strimmed around as it causes damage; cutting around the base to be done with hand equipment.
  • The Clerk forward a copy of the report to Playdays (contractor undertaking maintenance works) and request comments.

  1. To receive an update regarding the best garden competition and agree on a financial donation towards the competition prizes

The winners of the best garden competition have been announced following the final round of judging.

Proposed Cllr Canton, seconded Cllr Mrs Johnson and agreed by all to donate £35 to the best garden competition prizes.

Council Functions:

  1. To discuss and take any necessary action regarding the reinstatement of public transport

Agreed LCC be contacted for an update on the reinstatement of the CallConnect timetabled service from Scothern to Lincoln. Noted considerable use of the CallConnect “on demand” bus service which would indicate a need for a “shopping” service.

  1. To discuss and take any necessary action regarding the Central Lincolnshire Local Plan (CLLP) Review Consultation

The comments from the Parish Council special meeting held on 11 August 2021 have been submitted. Confirmation of receipt has been received.

  1. To discuss and take any necessary action regarding the Neighbourhood Plan review

A planning meeting was held on 10th August 2021 when discussion was mainly the response to the CLLP. A working group has been formed consisting Cllrs Mrs Nicoll, Fotheringham, Johnson, Creaser; residents Melanie Tointon and Ruth Northeast; Luke Brown,

Neighbourhood Planning consultant. A further meeting on 15th September 2021 is scheduled for deciding the next steps. 

  1. To decide upon a representative/s to attend the LALC AGM on Wednesday 6th October 2021

Proposed Cllr Mrs Johnson, seconded Cllr Mrs Nicoll and agreed by all to set a budget of £55 for two delegates to attend should Councillors be available to attend.

  1. To receive and discuss an email regarding the implementation of a Good Neighbour Scheme in the village

Proposed Cllr Canton, seconded Cllr Fotheringham and agreed by all to invite Reverend Paul Ievins, Welton, Dunholme, Scothern Benefice to the October meeting to put proposals forward.

The Clerk will liaise with Cllr Patchett regarding the annual Christmas Event.

Following complaints from residents, raised with District Councillor for passing to WLDC for comment/action.

Comments were passed onto County Councillor Sue Rawlins who will take them back to the County Council for further comments.

  1. Current financial statement

Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all to accept the current financial statement.

  2. To discuss and take any necessary action regarding the WLDC Business Brief and 2022-23 Budget recommendation - no action required.
  3. To receive and decide upon a financial request from Scothern Recreation Centre for costs relating to essential electrical works needed

Proposed Cllr Mrs Nicoll, seconded Cllr Fotheringham and agreed by all to a financial donation in principle; amount to be decided at a later date, once budget figures/surpluses are known .

  1. To receive and decide upon a request from Scothern Recreation Centre to pay the grass cutting costs for the playing field and surrounding area

Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all to agree to pay the grass cutting costs for the playing field and surrounding area during the 2022 season.

  1. To receive an update regarding CIL payments due for the development on Dunholme Road

WLDC has raised an invoice with the developer and the Parish Council will receive proportion once payment has been made by the developer.

Highways and Maintenance            

  1. Update report

Cllr Fotheringham gave the following update:-

  • 30mph on Heath Road – the red rings around both signs have faded away – The Clerk will request that these signs are replaced.

ACTION:                          Clerk

  • Sudbrooke Road – the trees need cutting back so that the 30mph speed sign can be seen.
  • Cycle path and footpath on Sudbrooke Road are still very overgrown.
  • Weedkilling around the village is due to take place imminently.
  • The grass seeding of the pathway through The Alders still needs completing  – the contractor has been reminded to undertake this work.
  • The resurfacing of Dunholme Road still needs undertaking - noted urgent resurfacing works to Dunholme Road needed.  LCC to be requested to provide a date in the very near future for completion.
  • Post and concrete slab on the beck culvert adjacent to churchyard has been knocked off by a passing HGV – the Clerk will report this to Highways.

This matter has now been resolved and requires no further action from the Parish Council.

To receive an update regarding work to the boundary trees of Grange Park and Barbers Farm - nothing to report

  • Various tree maintenance is needed
  • Refurbishment work on the noticeboards is needed.
  • Slightly amending the grass cutting schedule for 2022.
  • Plan to plant a tree for the Queens Platinum Jubilee

  1. Scothern Recreation Centre and Spirit of Scothern – receive update report
  • Bookings of the hall are starting to be scheduled in again, as well as some new booking enquiries.
  • The wi-fi is not working; ongoing problems noted –  Clerk will contact Multidata and copy in WLDC stating this and request that the service is cancelled.

  • Grants received of £1400 from external bodies towards the essential electrical safety works.
  • The floor in the hall is lifting – this is being addressed.
  • The produce show took place and was well attended by residents.
  • £94,000 in the bank - £66,000 is Spirit of Scothern £28,000 is the Recreation Centre.
