SCOTHERN PARISH COUNCIL

Minutes of the Meeting of Scothern Parish Council

held in the Methodist Church, on Wednesday 11th October 2023 at 7.30pm

 

Present: Cllrs Mrs C J Nicoll -Chair (CJN), J Johnson (JJ), D Canton (DC), R Creaser(RC), B Patchett (BP), J Atkins (JA)

151/23 External Reports

District Councillor - not present

County Councillor Report - Cllr Rawlins updated the PC on adult social care, presentation by director of adult social care who is retiring, main concern care home provision – recruitment and retention to adult social care staff & independent social care – since pandemic.

LCC auditors still not signed of 2022/23 accounts due to technical matters.

LCC part in ESPO – substantial to LCC

Budget at LCC – future challenges ahead

 

152/23 Public Session

2 residents spoke to the council (item 158/23) regarding issue with shrubs/fence

154/23 To receive any declarations of interest in accordance with the Localism Act 2011 and consider any requests for dispensation.  None declared

 

155/23 Notes of Council Meeting held on 13 September 2023

The Minutes of the Council Meeting held on 13 September 2023 were approved & signed as a true and correct record. Proposed: DC Seconded: JJ Resolved

 

156/23 To discuss and agree any actions in relation to the use of RAF Scampton.

DC asked why nothing legally has been done since WLDC STOP NOTICE, Cllr Rawlins – it is owned by the Crown and had no updates. PC have no powers at this time.

 

157/23 To discuss the planted areas on FP149 adjacent to The Alders following request from Resident for assistance in removing shrubs to allow new fence to be installed. 

              The residents are erecting a new fence end of the month since overgrown shrubs had knocked over their fence and are asking the PC to pay the quote they received -

               £270.  Highways insist not responsible. PC unable to fund individuals and to obtain quotes to remove shrubs in 4 areas along the field path for next meeting, Cllr       Rawlins to push Highways for ownership.

 

158/23 Update Reports:

a.To receive updates regarding Community Speed Initiative/Speed Indicator Device (DC/RC)

i.Data received from RC, highlighting concerns of high speeds late afternoons. DC raising this with local police & suggested turning speed cameras round show speed exiting the villages, it was approved to purchase 3 more brackets (approx. £25 each) to rotate each device. DC to forward contact details to clerk. approved

ii.Approved to have a Big campaign to encourage speed watchers, CN to promote with a poster for more volunteers.  DC to locate all equipment & keys for cabinetb.

b.To receive an update on the maintenance and relocation of the war memorial.

CN reported that a faculty has been submitted and await response

                                                                                                                                                                                                                                                               

c.To receive updates and discuss play equipment repairs/replacements arising from Playdays report/quotation and discussions with Recreation Centre.

RoSPA report received, JA reported an item requiring to be blocked off due to broken/unsafe bar/post. Clerk to order red tape to block off to stop use, JA to seek

quotes to repair/replace. Also, agreed to get quotes to repaint swings/slide for November meeting. Bird repellant "spikes" will be fitted on swings in next few weeks.

 

d.To receive report and discuss any Police matters – crime report received. Information on the Police Engagement Session was received, and CN volunteered to attend the online Teams meeting to be held on 14th December 2023, 18.00-20.00, approved

 

e.Neighbourhood Plan review next Session to be held on 7th November to select examiner/appoint. Approved for CN & JJ to attend online

 

f.Update in relation to bus services through village -report received, concerns for resident getting to doc surgery, needs to be used or lose it. CN to request the questions for the survey from LCC to be sent to all residents, all Cllrs volunteering to deliver.

 

g.CN sent update report from the Working Group relating to the future of Scothern magazine prior to meeting, this was discussed and all actions below approved. Next meeting 23rd October.

  • to enquire of current advertisers if they wish to continue - costs will need some intensive scrutiny once this information received.
  • Investigate the financial viability of the magazine for the future.
  • to benchmark with Dunholme PC and possibly other nearby villages.
  • appeal for someone/group in the village to take on the Editorship/management of magazine. (Can be done via November magazine and social media platforms).

h.To note updates in relation to Christmas events

  • Christmas tree lighting event, CN – spoke with headteacher, 15th Dec school Christmas Fayre. PC approved to switch on the tree lights -24th Nov and with the school to sing on 15th. Advertise in the Parish magazine & Facebook. BP reported that he will organise the PAT testing for the PC and that  the Straw family will supply Christmas tree 
  • Christmas Live Advent Calendar, JJ reported the need to advertise the Christmas decoration event for the best decorated house/garden and a window. Residents will need to register by email before 6th December and have their decorations in place by 8th December. Residents to judge 9th -18th December. After discussion, it was approved to have 2 prizes, £25 for the winners to be funded from the Community Engagement Fund. Prizes to be awarded 20th December, approved. Resolved

159/23 Council Functions

a.To hear update relating to arranging CPR refresher course.

JA reported to the PC- LIVES offer community training sessions that last approx. 1hr for a group of 25 for a donation of £50 to the charity. After discussion, it was approved for JA to contact LIVES for available dates- Saturdays with 2 sessions 11-12 & 13-14 with a donation of £100 plus £25 for the room hire.

b.To discuss and agree attendance at training courses

JJ – updated the PC on the need for each Cllr to attend a refresher course every 3 years as stated in PC Training Policy. JJ attended the Finance for Councilors course and found it very interesting. Cllrs to contact clerk with dates of courses they would like to attend

c.To discuss and agree date for “community walk” with District Councillor 

                 14th October at 10.30 was suggested, clerk to contact Cllr Velan with his availability and email  all councillors once confirmed

162/23 Highways

a.Update report -nothing to report

b.To hear any updates regarding a request to clear offlets and gulleys on Main Street and Dunholme Road and jet drains following resurfacing works – should have been done in October

c.To receive updates from LCC and consider actions with regard to flooding issues on Craypool Lane – Cllr Rawlins reports AW research complete, the team response - not a quick fix/a big job

d.To receive any updates relating to the cycle path (eastern side) of Sudbrooke Road -no updates

e.To receive updates relating to footpath (western side) of Sudbrooke Road -no updates

f.To receive any updates regarding the extension of the speed limit on Heath Road – no further action

g.To request LCC improve the grass verge at end of Elmdene adjacent to St Luke’s Nursing Home to improve parking in the vicinity. CN to send clerk details  

h.To note response from 3rd Witham Internal Drainage Board regarding beck cleaning – email received, cleared by end of Dec
