Items relating to matters on the agenda will be taken first and any decisions will be made during the meeting. The time will be 15 minutes maximum unless the council decides otherwise. To resolve, if necessary, to temporarily suspend the meeting for a period of no more than 15 minutes to allow for a

period of public participation. Members of the public may raise subjects, which they wish to bring to the attention of

the Parish Council. Items relating to matters on the agenda will be taken first, and any decisions will be made when

To record declarations of interest in accordance with the Localism Act 2011 and consider any requests for

dispensation for any listed agenda items.

To approve & sign the notes of the Council Meeting held on 9th July 2025 as minutes

212/2025 Grant Funding Requests 2026/27

To receive and consider applications from SRC and St Germains for grass cutting and decide future actions

 

213/2025 Lindum Homes – Nettleham Rd Development

To consider and approve the street names on the new development site from the proposed list 

 

214/2025 Grange Park 

a. To receive the report on the survey on the trees for their condition and risk management from Watson Lindsey Arboriculture and discuss any future actions.

b. To discuss concerns from a resident re: overhanging trees and decide any future actions

c. To receive quotes to purchase 2kg Yellow Rattle Seeds, 50 freezer bags and 25kg sharp sand requested by the Working Group and decide future actions

 

215/2025 Cemetery Car Park Tree Survey

To receive quote to survey the trees around the car park and cemetery for safety and management, from Watson Lindsey Arboriculture and decide future actions

 

216/2025 War Memorial

To receive an updated report and to consider

a. The request from the DAC to use stone instead of concrete for 150mm of the footings at a cost to the Parish Council, quoted from Draper Memorials of an extra £500 max.

b. The request from St Germains PCC for the Parish Council to pay the £342.60 faculty fee 

 

217/2025 Play Area

a. Annual Play area inspection – to receive the report and consider any future actions 

b. To receive the updated quote for swings and requirements for the removal of old equipment 

c. To approve a new sign for the play area

 

218/2025 Communication Strategy 

To receive the report from the informal meeting and approve any future actions 

 

219/2025 LALC Internal Audit

To receive & approve the new fees, standard audit £225 for 6hrs and consider a 2-year contract

 

220/2025 Scothern News

To discuss the new format of the September issue, feedback, any changes needed and decide any future actions

 

221/2025 Finance

To approve & sign the monthly accounts for July & August payments; the corresponding bank statements up to 31/08/25, balance £85,532.06 and to nominate 2 councillors to authorise the online bank payments.  And to receive and note payments made in August.

a. To receive quotes for Notice boards 1.fix the Perspex seal on the board near the village hall; 2. To replace the inside 

backing board on Grange Park board near The Alders; 3. To strip, varnish & replace the header -Scothern Parish Council, near the bus stop on Church St.

b. To discuss and approve the position for the new notice board on Dunholme Rd

c. To receive and consider a quote for a new recycled bench for the play area

To receive any decisions and discuss applications received from WLDC 

Ref: WL/2025/00739 - Barlings Solar Farm – land off Dunholme Rd, full planning Solar Farm.

Ref: WL/2025/00570 – land off Nettleham Rd, full planning 49 dwellings. WLDC granted with conditions 21/07/25

Ref: WL/2025/00670 – to render a gable end, 30 Townsend Farm, Craypool Lane WLDC refused 21/08/25

 

228/2025 LALC Training Scheme 

To approve any training requests by members

 

229/2025 NALC Local Government Pay Agreement 2025

To consider approving the recommended new pay scale and back dating the clerk’s salary to April 2025

 

230/2025 SLCC Membership 

To consider for approval the clerks request to join the SLCC Full Clerks Membership at a cost of £190 pa
