Notes of the meeting of Scothern Neighbourhood Development Plan Group on Wednesday 19th January at Methodist Church, High Street, Scothern

Present: Cllr Cathie Nicoll, Cllr John Fotheringham, Cllr Robert Creaser, Cllr Jane Johnson, Luke Brown, Planning Consultant

It was confirmed that a letter had been sent from Scothern Parish Council to all members of the Central Lincolnshire Local Planning Committee. It was agreed to continue to work on the plan as if there will be two sites at the current time.

The implications of the recent planning application 144213 – Land to the rear of Weir Farm Paddock was discussed. It was proposed that the draft Neighbourhood Plan should continue to be developed with the two current proposed sites and not include Wier Farm Paddock. The draft plan would be produced to be considered at the next Scothern Parish council Meeting on 9th February 2021 if possible. It was noted that the next CLLP meeting was due to be held on 28th February 2021.

The group discussed the format of the revised plan and Luke Brown agreed to produce a full version for the next review.

The group discussed the amendments to the latest version of the housing development section.

It was agreed the local greenspaces would need to be revised and there would be a specific section regarding proposals for the Village Hall.

The group discussed proposals for CIL funding. 

It was agreed that Luke Brown would send a revised version of the plan to the group by 26th January 2022. The group would review and suggest any amendments by 2nd February 2022. If possible the next version would be circulated to Scothern Parish Council for consideration at the next meeting on 9th February 2022.

The draft CLLP will go to public consultation for six weeks. During this time the Scothern Neighbourhood Plan will need to be consulted on with village residents.

Luke Brown agreed to provide the Parish Council with an assessment of the timing of the publication of the draft neighbourhood plan.

Next steps:

1.   LB to provide the next version of the plan for the group to review by 26th January. 
2.   The group to provide comments back to LB by 2nd February in order for a draft plan to be considered by Scothern Parish Council on 9th February 2022 if possible.
3.   Scothern Residents to be consulted on the draft Neighbourhood Plan. 
4.   LB to provide the Parish Council with an assessment of the timing of the publication of the draft neighbourhood plan.
