May 2022 Notes Scothern NDP Group

Notes of the meeting of Scothern Neighbourhood Development Plan Group on Wednesday 18th May 2022 at Methodist Church, High Street, Scothern
Present: Cllr Cathie Nicoll, Cllr John Fotheringham, Cllr Robert Creaser, Cllr Jane Johnson, Luke Brown, Planning Consultant

Cathie Nicoll confirmed that the Parish council had approved the return of the remainder of the 2021/22 NDP funding at the meeting on the 11 May 2022. Luke Brown would now work with the Clerk to apply for the 2022/23 NDP funding.
It was agreed by the group that it was now necessary to reinstate the monthly meetings of the Neighbourhood Development Planning Group on the third Wednesday of every month, these would continue to be held in the Methodist Chapel.
It was confirmed that the Parish Council had made further comments on the Central Lincolnshire Local Plan (CLLP) consultation prior to its closing. The CLLP submission is due at the end of July, and it is not anticipated that it will change.
It was proposed that the Scothern Neighbourhood Development Plan (SNDP) is not published until the outcome of the CLLP is known as the current document could indicate that the further housing developments had been accepted. It was agreed to consult on the SNDP during September 2022.
The group had previously reviewed the SNDP and the Character Assessment document, Luke Brown was linking with WLDC Neighbourhood Planning Officer to ensure that it complies and is up to date with National Planning Policy Guidance. Luke Brown to circulate the latest versions and these would be reviewed and signed off at the next meeting.
It was agreed to review the aspirations in the previous document to see if they were still valid.
The group discussed potential Community Infrastructure Levy (CIL) money and Luke Brown agreed to ask the WLDC Neighbourhood Planning Officer to give an estimate on the likely funding to be received if both developments were to go ahead. It was agreed that the Scothern residents should be asked for their views on how it is to be spent during the consultation.
Next steps:
1. LB to apply for 2022/23 NDP funding
2. The group would reinstate monthly meetings on the third Wednesday each month
3. Planning to commence for Consultation on the SNDP in September 2022
4. LB to circulate latest versions of the SNDP and Character Assessment Documents.
Next Meeting:
As there was limited availability for the meeting on the third Wednesday in June it was agreed to hold the meeting on the 22 June 2022 instead.
