June 2022 Notes Scothern NDP Group

Meeting of Scothern Neighbourhood Development Plan group on Wednesday 22nd June 2022 at 7.30pm at Methodist Church, High Street, Scothern
Present: Cllr Robert Creaser, Cllr John Fotheringham, Cllr Jane Johnson, Cllr Cathie Nicoll, Melanie Tointon and Luke Brown (Planning Consultant)
Luke Brown outlined how the Central Lincolnshire Local Plan (CLLP) will proceed. The CLLP will be forwarded to the Secretary of State with all representations at the end of July. Four weeks later it will be formally published. WLDC will not be able to make any further changes and it is unlikely that the two sites will be removed unless the extremely unlikely situation arose whereby the landowners themselves chose to withdraw the land from the plan. Scothern Parish Council, having made formal representations, will be able to attend and participate in the public hearing which is likely to take place in October. We should know the timetable by the end of August.
Luke had previously forwarded the latest version of the Scothern Neighbourhood Development Plan (SNDP) and Character Assessment. A few minor amendments were made to the documents.
The group will progress the SNDP with a 6-week consultation period from 28th September to 9th November 2022.
The group intend to put on two public consultation events so that we may give as many people as possible an opportunity to attend. These to take place -
Wednesday 19th October 2022 between 6pm and 8.30pm
Saturday 22nd October 2022 between 10am and 2pm
Nev Brown (Neighbourhood Planning Officer for WLDC) to be asked to attend the events to field questions from the public.
Luke to produce a summary of the plan with questions for delivery to every household. We will also look at Survey Monkey as a method of collecting views via the internet. A question regarding aspirations should be on the document so we can gather updated views.
Note there is no firm news regarding the future of CIL but a new infrastructure levy is part of the Levelling Up and Regeneration Bill introduced to Parliament on 11th May 2022. There should still be a local element to it and monies will still come to the village, but awaiting details.
