March 2022 Notes Scothern NDP Group

Notes of the meeting of Scothern Neighbourhood Development Plan Group on Wednesday 16th March 2022 at Methodist Church, High Street, Scothern
Present: Cllr Cathie Nicoll, Cllr John Fotheringham, Cllr Jane Johnson, Luke Brown, Planning Consultant
Apologies: Cllr Robert Creaser and Melanie Tointon.
The group reviewed the Character Assessment document previously circulated by Luke Brown. Robert Creasey and Melanie Tointon had provided their comments, and these were reviewed and considered along with the comments of those present.
The group then considered any further amends to the Scothern Neighbourhood Plan document from the last meeting.
Cathie Nicoll made amendments to both documents during the meeting and agreed to send revised version to Luke Brown. Luke would review separately any changes required to the maps within the documents and replace with newer versions where available.
Cathie Nicoll had prepared a Forward for the Neighbourhood plan and this was considered, any further changes to this to be sent to Cathie as soon as possible.
A discussion took place on the next steps and the timing of publishing the Scothern Neighbourhood Plan (SNP) in relation to the current arrangements for the Central Lincolnshire Local Plan (CLLP) consultation. The CLLP consultation will run from 16/03/22 to 09/05/22 and it is anticipated that the outcome will not be known until approximately the middle of June 2022.
It was proposed that the SNP is not published until the outcome of the CLLP is known as the current document could indicate that the further housing developments had been accepted.
Therefore, it was agreed to postpone the public meeting planned for the 23 April and to cancel the next meeting of the group planned for 20th April. The next meeting of the group would be arranged for 18th May 2022.
The funding for plan was discussed. Any remaining unspent funding for 2021/22 will need to be returned but can be drawn down again from April 2022. The remaining funding for 2021/22 needs to be confirmed by Laura Richardson.
Next steps:
1. Cathie Nicoll to forward amended documents to Luke Brown for amendments to Maps.
2. Any further comments on the Forward to the document to be sent to Cathie Nicoll as soon as possible.
3. The planned event with the public for 23 April 2022 to be postponed.
4. Laura Richardson to provide details of remaining funding for 2021/22.
