February 2022 Notes Scothern NDP Group

Meeting of Scothern Neighbourhood Development Plan group on Wednesday 16th February 2022 at Methodist Church, High Street, Scothern 

Present: Luke Brown (planning consultant), Cllr Robert Creaser, Cllr John Fotheringham, Jane Johnson, Cllr Cathie Nicoll, Melanie Tointon 

Luke confirmed that the review would sit as an addition to the original Scothern Neighbourhood Development Plan with a date up 2040 to bring it into alignment with the Central Lincolnshire Local Plan (CLLP). 

A query was raised as to whether we could get any relevant 2021 census data to inform the document. It may be too early to get much information but council tax section would have some updated data on number of properties. 

The group have previously received a copy of the review document from Luke Brown with various updates and rewrites taking into consideration current legislation. The purpose of this meeting was to go thorough the document in detail and make comments and alterations as necessary. In addition to minor alterations suggested by the group the following was also discussed.

Robert raised whether it would be possible to get an updated map (pg 5) showing the recent developments. Luke to contact WLDC 

It was queried why the sustainable development section of the plan had been removed. Luke stated that as this was now incorporated into planning policy it was no longer necessary to have this as a separate section. It was agreed that we would however reiterate sustainability within our objectives. 

The plan currently shows the two additional sites identified within the draft CLLP however if these do not appear on the next version to be issued after the meeting on 28/2/22 then we shall remove them from our plan and replace them with a policy to allow infill only with a limit of 10 properties and no ribbon development. 

Time- line for next steps 

End of March - Produce a summary document to be printed for delivery to each household. 

Beginning of April - Consult with residents and statutory bodies (WLDC can do this part) this will take 6 weeks Including a drop in event on Saturday 23rd April 

Middle of May The plan to be reviewed in view of any comments received during the consultation period 
June - Submit to WLDC as a final plan 

July – WLDC to forward the plan to an independent examinator for scrutiny. This will take around 5/6 weeks 

Middle of August - Consider any modifications from the examiner 

October - Referendum 

Jane to send Character Assessment to Luke and Cathie for update.
