Minutes of the meeting of Scothern Parish Council (SPC) which took place on Wednesday 12 October 2022 at 19.30 in the Methodist Church, Main Street, Scothern.
Present: Cllrs Mrs CJ Nicoll (CJN) (Chair), J Fotheringham (JF), J Johnson (JJ), R Creaser (RC), B Patchett (BP), N Reyner (NR), D Canton (DC)
In attendance: District Councillor R Waller (RW) and 2 members of the public.
143.22 External Reports
a) Police Update – given by DC. Noted local PCSO off sick, two others covering. DC to hold discussions with Neighbourhood Beat Officer.
b) District Councillor Report (RW)
Central Lincolnshire Local Plan (CLLP) – Inspectors reviewing information/evidence submitted for examination of CLLP. Inspectors have issued long list of Matters, Issues and Questions which will frame the examination hearing sessions. Respondents to the CLLP and Officers/Councillors at Council level given the opportunity to answer these questions.
Hearings have been arranged and will be held at the Double Tree by Hilton in Lincoln commencing on 15 November 2022.
Industrial scale solar panels – WLDC concerned at scale and number of solar panel projects planned. Leader of WLDC written to Minister of State for Business, Energy and Clean Growth urging consideration of the impact of these projects.
Overview and Scrutiny – Police Inspector Gary Brockley reported shortage of staff especially at PCSO level. PCSOs recently recruited undergoing training for deployment early December. Shortage of response officers. Shop theft on increase.
CLLP and Neighbourhood Plans (NP) - NPs carrying more weight in planning decisions. RW gave details of NPs throughout WLDC.
WLDC Enforcement Team – Enforcement team saying team under resourced and responsibilities too large.

147.22 Notes of the Council Meeting held on 28 September 2022 – notes of the meeting held on 28 September 2022 having been circulated were taken as read.
Resolved notes of meeting held on 28 September 2022 were approved with slight amendment and were signed as minutes by Chair.
148.22 Update Reports:
a) To receive an update regarding the Community Speed Initiative (DC/RC)
> Quotes for additional SID – quotation of £2009.73 exc VAT received. Further negotiation to be carried out.

> Dispute ongoing regarding demand for “outstanding” amount.
> SID to be moved from Main Street to Sudbrooke Road imminently.

* Sign 1 Dunholme Road – Incoming vehicles 49910, outgoing 61411. Speeds generally <40mph. Maximum speeds between 60/75+ mph; incoming 10, outgoing 77. Outgoing speeds between 70/85 mph 10.
* Sign 2 Main Street – Incoming vehicles 24826, outgoing 26318. Speeds generally <40mph. Maximum speed 55 mph both ways.
b) To receive an update on the maintenance and possible relocation of the war memorial
Noted that before Faculty can be obtained residents must approve the relocation. CJN has prepared notices for display on noticeboards, parish magazine and FaceBook and NP consultation events. Signature sheets available.
c) To consider quotes for essential remedial work as identified in report from RoSPA play equipment located at Scothern Recreation Centre – nothing to report.
Recent bi-monthly report of play equipment inspection reports bench loose; Recreation Centre to be advised.

d) To explore Clerk/Councillor email addresses to achieve consistency/security – nothing to report.
e) Christmas – to receive any update on:
> Christmas Tree event – noted CJN/BP progressing arrangements.

149.22 Council Functions:
a) To discuss and take any necessary action regarding the Neighbourhood Plan review -noted arrangements made for Consultation events on 19 and 22 October 2022. NP Group currently distributing information.
b) To review, discuss and take any necessary action in relation to CallConnect bus services through village following letter sent to PC Coaches – nothing to report.
Noted email received from Lincolnshire CC advising additional service at 14:55 from Lincoln to Scothern to commence on 24 October 2022. Clerk to request timetables.

Content of email referring to “CallConnect Service 11A Saturday service” to be questioned.

Generally felt 09:05 service too early for elderly residents, Lincolnshire CC to be requested to investigate re-timetabling for later service.

Noted Lincs CC offer of notice board to be accepted for bus shelter junction Main Street/Church Street. SPC to install.

150.22 Financial matters
a) Current financial statement – Noted distributed prior to meeting. Resolved financial statement be accepted.
b) Grass cutting
> Noted Church requests continued grass cutting during the 2023 season, contractor to use blower to clear brick drains to prevent blocking. Resolved current arrangements be continued.
Action: Clerk to advise Parochial Church Council.
> Noted Scothern Recreation Centre (SRC) requests continued grass cutting in 2023 season. Resolved current arrangements be continued.

c) To discuss and take any necessary action regarding the preparation of the 2023-24 budget.
Resolved Cllrs CJN/JLRF and Clerk prepare draft budget for consideration at future meeting in preparation for 2023/24 Precept.
d) To consider and resolve on option to opt out of the SAAA central external auditor appointment arrangements

151.22 Village maintenance:
To discuss and take any necessary action regarding village maintenance (RC)
a) To discuss and take any necessary action regarding the purchase of a new notice board for the Dunholme Road bus shelter (RC) – nothing to report
152.22 Highways:
a) Update report (JLRF)
b) To discuss and take any necessary action following any update from LCC regarding enforcement action in respect of an overgrown hedge on Lime Tree Paddock – noted email received from residents of the property requesting site meeting. Resolved resident be advised that matter now in the hands of Lincolnshire County Council.

c) To discuss and take any necessary action following any response from LCC to request they check the offlets and gullys; and to jet drains, regarding flooding on Main Street, adjacent to number 23, and resurfacing of Dunholme Road and Main Street - nothing to report.
d) To receive update, and take any necessary action, on whether works have been completed by Glendale for cutting various hedges to village footpaths and fieldpaths – noted all works completed, no further action necessary.
e) To receive update from LCC, and take any necessary action, regarding replacement and repositioning 30mph speed signs on Heath Road – nothing to report.
f) To receive any update from LCC, and take any necessary action, regarding flooding issues on Craypool Lane – nothing to report.
153.22 Planning matters:
a) 145522 - Farm yard to East of Red Barn Farm Langworth Road Scothern Lincoln LN2 2UP - Planning application for new service road to the barns and farmyard.
Resolved response to WLDC
As presented the application not supported
> Information in relation to measurements inaccurate.
> The existing road is in use from early morning until late in the evening particularly during the spring/summer and the location of the proposed new access road is to the west of the property known as “Avalon” and is much closer to the “living/bedroom” quarters of the property. The existing road is bounded on the western side by a large garden area and garage.
Application should be re-submitted showing accurate information (plan and design statement) with the roadway moved 50m to the west. The roadway should be screened with tree planting.
b) 145096 - Hybrid planning application for proposed 57km pipeline scheme between Elsham and Lincoln, a 1.5km spur at Welton and associated above ground infrastructure at Elsham, together with outline planning application for associated ground infrastructure at Welton with access to be considered and not reserved for subsequent application – not yet determined.
c) Central Lincolnshire Local Plan (CLLP) – Examination Review
Examination of the CLLP by nominated Inspectors from the Planning Inspectorate has commenced and hearing sessions will be held in Lincoln commencing on 15 November 2022.
Details of the hearing sessions received giving timescales and details.
Resolved:
a) SPC will be represented at the hearings by Cllr Cathryn Nicoll supported by Cllr Jane Johnson.
b) SPC will make further written representation.
Action:
a) CJN to advise Programme Officer at North Kesteven District Council of attendance at hearing.
b) CJN to prepare written representation for councillors approval.
154.22 Field paths
To discuss any maintenance due to the village fieldpaths – nothing to report.
155.22 Reports – to receive update reports:
a) Grange Park (CN)
i. To receive an update regarding work to the damaged fence Grange Park - Barbers Farm. Work yet to be carried out.
ii. To receive an update from the working group
Grange Park looking good in spite of weather conditions over the summer. Some works needed to trees to be undertaken early in 2023. 500 bluebells planted in the “tree strip”
b) Scothern Recreation Centre and Spirit of Scothern – receive update report (JLF)
> Very successful Flix in the Stix recently raising over £400
> £96922 in bank (total SRC/Spirit of Scothern)
> Number of social events being arranged
> Next month or two fundraising to be re-motivated.
