A meeting of Scothern Parish Council took place on Wednesday 13th April 2022 in the Methodist Church, Main Street, Scothern the following Annual Parish Meeting.
Present: Cllrs Mrs C Nicoll (Chair) (CJN), J Fotheringham (JLF), R Creaser (RC) and B Patchett (BP)

a. Police Update – None received
b. District Councillor Report – Apologies received from Cllr Waller, however report provided, resume below
- The new purple lidded bins for paper and cardboard are being delivered and will start to be used in the village by the end of the month. There has been some criticism regarding these bins, but it is hoped that they will increase the WLDC recycling figures. This is a national scheme, not a local District Council scheme.
- Guildhall is being used for more meetings, social distancing measures are still in place.
- Central Lincolnshire Joint Strategic Committee consultation is still ongoing and receiving feedback.
- WLDC has launched a new external website – designed to be more user friendly and customer focused.

61.22 Minutes of previous meeting - Notes of the Council Meeting held on 9th March 2022 – to receive, approve and sign as minutes
Proposed Cllr Patchett, seconded Cllr Fotheringham and agreed by all to sign the notes of the last meeting as a true record.
62.22 Update Reports:
a. To receive an update regarding the Community Speed Initiative
No sessions have been held this month.
Sign 1 has been in position in Dunholme Road and Sudbrooke Road.
Sign 2 has been in position on Main Street.
There have been some issues with the software which has meant some data is calculated together for each location.
Data of vehicle numbers and speeds were given by Cllr Creaser.
b. To receive an update regarding drainage issues on Sudbrooke Road, including traffic arrangements for the road closure
The drainage scheme is due to commence on 19th April 2022 for approximately 20 weeks.
Cllr Mrs Nicoll to contact Highways to request an advanced warning sign off the A158 going into Sudbrooke and “No HGV” signs during the maintenance on Church Street/Nettleham Road junction and off the A158 going into Sudbrooke and various through roads from Nettleham.
It was agreed by all that this can be removed from future agendas.
c. To receive an update on the maintenance and possible relocation of the war memorial
The PCC has applied for Faculty and a Diocesan Board survey is to take place to agree a site for the memorial.
63.22 Council Functions:
a. To discuss and take any necessary action regarding the reinstatement of public transport, including a shopper bus
Council has been advised that one CallConnect scheduled bus per day has been agreed starting on 19 Apil 2022, Monday to Friday, 9.05 pickup from Scothern and 12.10 pickup from Lincoln. The new timetable will be advertised on the noticeboards, website, and Facebook page.

b. To discuss and take any necessary action regarding the Neighbourhood Plan review

c. To receive a proposal to adopt the following policies and procedures, following review:- Data Audit/ Publication Scheme/ Standing Orders, Financial Regulations and Risk Assessment
Proposed Cllr Fotheringham, seconded Cllr Patchett and agreed by all to accept the Risk Assessment. It was noted that minor alterations may be needed once the standing orders and financial regulations have been reviewed.
d. To receive and decide upon a quote for lighting for the Jubilee celebrations and further use by the village hall
Proposed Cllr Fotheringham, seconded Cllr Patchett and agreed by all to purchase lighting from Gear4music for the Queens Platinum Jubilee and future use by village organisations for a net figure of £329.90.
e. To discuss and take any necessary action regarding the best garden competition
Proposed Cllr Fotheringham, seconded Cllr Creaser and agreed by all to run the best garden competition for 2022. The first round of judging will happen approximately late May 2022. Cllr Fotheringham will liaise with the Clerk to advertise this.

2021-22 – Proposed Cllr Mrs Nicoll, seconded Cllr Fotheringham and agreed by all to accept the 2021-22 financial statement.
2022-23 – Proposed Cllr Fotheringham, seconded Cllr Patchett and agreed by all to accept the current 2022-23 financial position.
b. To receive an update regarding CIL payments due for the development on Dunholme Road

c. To receive an update from Scothern Recreation Centre regarding a financial contribution to strim the perimeter of the playing field during growing season at £26 per occasion

d. To receive an update regarding the Locality funding for 2021-22 towards the Neighbourhood Plan review
£474.60 was underspent from the 2021-22 Groundwork UK funding grant for Neighbourhood Plan review costs.
Proposed Cllr Mrs Nicoll, seconded Cllr Fotheringham and agreed by all to request we keep the underspend towards the ongoing costs for the production of the updated Plan. Claim for ongoing funding to be made.

To discuss and take any necessary action regarding the Central Lincolnshire Local Plan consultation
Proposed Cllr Mrs Nicoll, seconded Cllr Creaser and agreed by all to make a further representation opposing the two proposed development sites and reiterating the comments previously made.

A contractor identified to provide a quote to undertake the necessary work.

More bluebell bulbs to be obtained and planted
There is an area of damaged fence going towards Cade Close on the southern side of the park. A quote has been received from Glendale for £494 to repair the fencing. Proposed Cllr Fotheringham, seconded Cllr Creaser and agreed by all to accept this quote.
