The Annual Parish Council meeting of Scothern Parish Council took place on Wednesday 11th May 2022 in the Methodist Church, Main Street, Scothern.

To elect a chairman and sign the declaration of acceptance
Proposed Cllr Canton, seconded Cllr Fotheringham and agreed by all to elect Cllr Mrs Nicoll as the chairman of Scothern Parish Council. The declaration of acceptance was signed.

To elect a vice-chairman and sign the declaration of acceptance
Proposed Cllr Mrs Nicoll, seconded Cllr Canton and agreed by all to elect Cllr Fotheringham as the vice chairman of Scothern Parish Council. The declaration of acceptance was signed.

To receive and decide upon applications for co option onto the Parish Council
Noted written application to join Council received from Neville Reyner of Saxon Fields, Scothern. Proposed Cllr Fotheringham, seconded Cllr Johnson and agreed by all to co-opt Neville Rayner to Scothern Parish Council.

External Reports
a. Police Update – Cllr Canton reported that he had contacted the local police regarding vehicles parking on Main Street, adjacent to St Lukes Nursing Home. This information has been passed onto local police to monitor. All updates are now given on the local Police website. PSCO Jackie Parker has reported willingness to undertake speed awareness training for new volunteers..
b. District Councillor Report – District Cllr Waller reported:
- Sudbrooke Parish Council is concerned over the lack of police presence.
- WLDC is working with other external bodies to provide homes for Ukrainian refugees - 150 people have been given temporary homes in 70 families.
- Expression of interest for the requisition of RAF Scampton – WLDC has made an expression of interest in utilising RAF Scampton and the current infrastructure. It is noted in the Central Lincolnshire Local Plan under Section 17 what can be achieved with the base with the use of the levelling up fund. WLDC want to keep its heritage intact.
- Residents should now be getting energy rebate if eligible. There are 13,000 households in the district that are eligible to receive this, at a cost of £1.9 million.
- Purple bins – Last 4 collection days – emptied 17,255 bins (4313 day), 557 bins not put out, 85 people put the wrong bins out, 96.4% of people are putting them out, 127 were contaminated = 0.07% incorrect, 99.03% bins collected as usual. The scheme is working well.
- Devolution is back on the agenda – there is a survey going out to businesses today across Greater Lincolnshire to explore what this means for them.

Update Reports:
a. To receive an update regarding the Community Speed Initiative
No speed watch sessions have taken place this month. A potential volunteer has registered an interest to be trained.
Speed cameras – data received from the cameras were given to Council.
b. To receive an update on the maintenance and possible relocation of the war memorial
Grant White (WLDC Grants officer) has received a quotation for the relocation of the war memorial in the region of £6k. 50% funding can be received through WLDC. A grant application can also be made through the War Memorial Trust. A meeting to be arranged with Grant White, Cllr Mrs Nicoll and the PCC to agree on a final relocation position. PCC has applied for a Faculty.
c. To receive an update regarding the reinstatement of public transport, including a shopper bus
No further update to minute – it was agreed by all, this can be removed from future agendas.

Financial matters
a. Current financial statement
Proposed Cllr Creaser, seconded Cllr Canton and agreed by all to accept the current financial statement following minor amendments
b. To receive an update regarding CIL payment due for the development on Dunholme Road
£1940.18 has been received from WLDC.
c. To receive an update from Scothern Recreation Centre regarding a financial contribution towards strimming around the playing field during growing season at £26 per occasion
No further action currently required – agreed by all to removed this from future agendas.
d. To approve a quote for the Councils Annual Insurance at a cost of £364.51
Proposed Cllr Canton, seconded Cllr Fotheringham and agreed by all to accept quotation from Zurich for £364.51.
The Clerk will contact Zurich to confirm the new speed camera is also covered in the policy.

e. To approve Clerks expenses for broadband/telephone contribution and use of house as office for 2022/23
Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all to approve discretionary payments to Clerk of £25 pm for use of house as office and £7 pm for the Council use of broadband and telephone.
g. To receive an update from Locality regarding the underspend of the 2021/22Neighbourhood Plan review funding
The sum of £474.60 to be repaid to Groundworks for the underspend of the 2021-22 Neighbourhood Plan funding. Groundworks confirm this money needs repaying and cannot be carried over to this year. Further application for funding to be made.

Highways and Maintenance
Proposed Cllr Fotheringham, seconded Cllr Johnson and agreed by all to apply to District Cllr Waller to request funding towards replacement benches in the village

Glendale has started the weed treatment through the village.
a. Update report – to receive response letter from Edward Leigh regarding overdue maintenance due in the village
Noted that Council has received an email from Sir Edward Leigh noting updates from LCC regarding highways works detailed below.
b. To discuss and take any necessary action regarding an overgrown hedge on Lime Tree Paddock
An option has been given by LCC to widen the footpath at the junction of Main Street/Lime Tree Paddock. Concerns regarding this hedge have been ongoing since 2014.
Proposed Cllr Fotheringham, seconded Cllr Creaser and agreed by all to pursue the enforcement to cut the hedge back.

c. To discuss and take any necessary action regarding maintenance required to the cycle path on the east side of Sudbrooke Road
The cycle path to be scored for eligibility for maintenance /improvements.
d. To discuss and take any necessary action regarding the resurfacing of the footpath on the west side of Sudbrooke Road
The footpath to be scored for eligibility for minor maintenance / improvements.
Proposed Cllr Fotheringham, seconded Cllr Mrs Nicoll and agreed by all to pursue the maintenance needed on the footpath.

e. To discuss and take any necessary action regarding the resurfacing of Dunholme Road and Main Street
Awaiting a start date from LCC.
f. To discuss and take any necessary action regarding flooding on Main Street, adjacent to number 23
Maintenance will be carried out prior to this road being resurfaced later in the year.
g. To discuss and take any necessary action regarding the pothole outside of 16 Main Street

h. To discuss and take any necessary action regarding the potholes on Main Steet towards Langworth Road

The Clerk will request an update regarding the maintenance due by contacting Chris Miller and Chris Marsh, Lincs County Council, Highways..

l. To receive and decide quotes to wash, undercoat and gloss the fencing and metal railing along the length of the beck from 2 Dunholme Road to Northing Lane.
Proposed Cllr Fotheringham, seconded Cllr Johnson and agreed by all to request a requote from one contractor to omit the pub fence and the church fence. Cllr Fotheringham will contact LCC to replace the fencing near the pub due to health and safety and reasons.

m. To discuss the micro ash felt to Weir Farm Paddock, Lime Tree Paddock and Meadow Close and take any necessary action
Cllr Fotheringham has taken up the poor road resurfacing with LCC and the contractors will visit the village to undertake any further work needed.
n. To receive a request from a resident for support to get an “Unsuitable for HGV” sign at both ends of Craypool Lane
This has been submitted on Fix My Street and has been marked as ready to action.

Cllr Mrs Nicoll reported the following:-
- More bluebells to be planted
- Revisited the grass cutting criteria.

- Scothern Recreation Centre and Spirit of Scothern – receive update report
Cllr Fotheringham reported the following:
- Fashion show was very successful and made over £800 profit.
- Bookings are still going well – Scouts have however cancelled their hire.
- End of year accounts show Current Account balance of £55560, deposit account balance of £35813, Redwood Account balance of £10,000 and General funds of £34767.
- Cost range has been received for the new village hall – final estimate not yet received.
