A meeting of Scothern Parish Council took place on Wednesday 9th February 2022 at 7.30pm in The Methodist Church, Main Street, Scothern.

Present:                          Cllrs Mrs C Nicoll (Chair) (CJN), J Fotheringham (JLF), D Canton (DC), R Creaser (RC) and J Johnson (JJ)

a. Police Update – No report received

b. District Councillor Report– report received via email:

  • WLDC investigating 16 Church Street due to the number of vehicles parked outside causing highways issues.
  • Currently consulting on the “selective licensing areas in the district”

Public Session

  • Main Street is in an awful state – there are potholes as well as dips in the road where the road is wearing away.  A part of the road has sunk where a new drainage connection has been made.
  • Request for white lines through the village.
  • The hedge on Lime Tree Paddock needs cutting right back to the boundary.
  • Request that a harsher stance is taken regarding the bus service – the village needs a timetabled bus schedule.  The buses are rarely used from Nettleham Heath, money is being invested into rural bus services by Government, the village needs to take advantage of this.

  1. Notes of the Council Meeting held on 12th January 2022 – to receive, approve and sign as minutes
  • Proposed Cllr Mrs Nicoll, seconded Cllr Fotheringham and agreed by all to make amendments to the minutes to provide extra clarity.
  • The minutes were annotated and signed by the Chair.
  1. Notes of the extraordinary Council Meeting held on 26th January 2022 – to receive, approve and sign as minutes
    • Proposed Cllr Mrs Nicoll, seconded Cllr Canton and agreed by all to make the following amendment to the minutes:

              To add “Action – Chair and Clerk” following the resolution (minute number 21.22).

              The minutes were annotated and signed by the Chair.

Update Reports:  

  1. To receive an update regarding the Community Speed Initiative
  • The 2nd speed sign has been received and has been erected on Main Street.
  • Cllr Canton requested that the invoice is not paid as the Council has been sent and charged for a solar panel that is not needed.  Communications with the supplier have taken place and Council is awaiting a response.  Cllr Canton to continue chasing this up.
  • No community speed watch sessions have taken place this month.

  1. Playpark – To receive an update on the necessary maintenance to the play area
  • The requested maintenance has been undertaken and an invoice received.
  • It was agreed by all to remove this from the agenda.

  1. To receive an update regarding drainage issues on Sudbrooke Road, including traffic arrangements for the road closure

Tenders are expected to be received by Lincolnshire County Council and analysed by the end of February.

No action is currently needed by the Parish Council.

  1. To receive an update regarding the proposal to close the road between Church Lane, Sudbrooke and Sudbrooke Lane, Nettleham (Nettleham and Sudbrooke / active travel quiet route)
  • This scheme will not proceed – The Clerk will advertise this on Facebook and thank residents for their input
  • It was agreed by all to remove this from the agenda.

  1. To receive an update on the maintenance and possible relocation of the war memorial
  • Scothern Parochial Church Council has requested that a meeting take place and a local resident who has been looking at the history of the war memorial etc be included.  Cllr Mrs Nicoll will continue to liaise regarding this matter.

Council Functions:

To discuss and take any necessary action regarding the reinstatement of public transport, including a shopper bus

Proposed Cllr Mrs Nicoll, seconded Cllr Fotheringham and agreed by all to:

  • Contact Lincolnshire County Council (LCC) and Stagecoach to request the bus through Welton/Dunholme is redirected to include Scothern.
  • Request CallConnect to undertake a scheduled timetable.
  • Request under the Freedom of Information Act from LCC – the number of passengers using the bus from Nettleham Heath and the Brown Cow.
  • Contact PC Coaches to see if consideration could be given to extending bus route from Nettleham through Scothern.
  • Contact Edward Leigh MP and Michael Gove, Secretary of State for Levelling Up, Housing and Communities requesting improvements to the bus service in the village be made under the Levelling Up legislation.

  1. To discuss and take any necessary action regarding the Central Lincolnshire Local Plan (CLLP) Review
  • Cllr Mrs Nicoll reported email received from WLDC stating
  • The allocation of houses is currently at 10% growth in the village, and which has not changed.

  • There will be another chance for consultation on the draft  CLLP in Spring.
  1. To discuss and take any necessary action regarding the Neighbourhood Plan review
  • Proposed Cllr Fotheringham, seconded Cllr J Johnson and agreed by all not to go out to consultation on the Scothern Neighbourhood Plan Review at present time.
  1. To receive a proposal to adopt the following policies and procedures, following review: Communications protocol/Data Audit/Data Protection Policy/ Disciplinary and Grievance Policy/ Grant Ward Policy/ Handling Complaints Policy/ Planning Protocol/ Publication Scheme/ Social Media Policy and Subject Access Request Policy
  • Proposed Cllr Mrs Nicoll, seconded Cllr Canton and agreed by all to accept the review of the following policies: Communications protocol, Grant award policy, planning protocol, Social Media Policy, Subject Access Request policy and Disciplinary and Grievance policy.
  • These policies will be annotated with a review date of 9 February 2022 and published.

  • The Data Protection/Data Audit/Publication Scheme and Handling Complaints Policy need further review/amendment and will be presented at the meeting on 9 March 2022.

  1. To discuss the review of Standing Orders and Financial Regulations
  • Proposed Cllr Fotheringham, seconded Cllr J Johnson and agreed by all Cllr J Johnson to review the policies as well as the risk assessment and bring any proposals to the next meeting.  The Clerk will support where necessary.

  1. To discuss and take any necessary action regarding the Annual Parish meeting
  • Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all to schedule the Annual Parish meeting for Wednesday 13th April 2022 at 7.30pm.
  • The Clerk will advertise this in the Parish Magazine, in the noticeboard and on Facebook.

Financial matters

a. Current financial statement

Cllr Mrs Nicoll requested that Glendale invoice numbers are included on the expense’s sheets

Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all to accept the current financial statement following the removal of £10 from the section 104 budget as this is a mistype.

b. To receive an update regarding CIL payments due for the development on Dunholme Road

Payment was due on 7th February 2022 to WLDC.  Rachel Hughes (Head of Policy and Strategy, WLDC) is to check if the payment was received by then and if not, they will discuss the next step with their legal advisors.  Council awaits a reply.  The Clerk will continue to chase.

c. To discuss and take any necessary action regarding the appointment of an internal auditor for the 2021-22 Annual audit process

Proposed Cllr Fotheringham, seconded Cllr Creaser and agreed by all to appoint Bridget Solly as the Internal Auditor for 2021-22.

Proposed Cllr Fotheringham, seconded Cllr Creaser and agreed by all to subscribe to LALCs internal audit scheme for 2022-23.  The Clerk will advise LALC.

d. To agree to subscribe and pay for the annual training scheme from LALC for 2022-23

Proposed Cllr J Johnson, seconded Cllr Canton and agreed by all to subscribe to LALCs annual training scheme for 2022-23 for a cost of £110.

Highways and Maintenance:           

Update report – the following updates (32.22a to 32.22f) are from a visit and walk around the village by Cllr Richard Davies, LCC Executive Councillor Highways, Transport and IT accompanied by Cllrs Mrs Nicoll and Fotheringham, County Cllr Rawlins,  

a. To discuss and take any necessary action regarding an overgrown hedge on Lime Tree Paddock

LCC to take out an enforcement order to cut this back to the boundary.

b. To discuss and take any necessary action regarding maintenance required to the cycle path on the east side of Sudbrooke Road

LCC report this will be carried out under general maintenance

c. To discuss and take any necessary action regarding the resurfacing of the footpath on the west side of Sudbrooke Road

LCC will not undertake this under general maintenance.  Council awaits a reply from a request made to Balfour Beatty by County Councillor Rawlins.  This is going to a decision committee next week.

d. To discuss and take any necessary action regarding the resurfacing of Dunholme Road and Main Street

Council has been advised that this maintenance will be undertaken in Summer 2022.

The Clerk will advise this on Facebook and in the Parish Magazine.

e. To discuss and take any necessary action regarding flooding on Main Street, adjacent to number 23

No further update, however Cllr Davies noted the problems.

f. To discuss and take any necessary action regarding repairs to culvert on the beck adjacent the war memorial

No maintenance to this will be undertaken by LCC.

It was agreed by all to remove this from the agenda.

g. Other reported items

  • Pothole outside 16 Main Street – the road has sunk in this area – an order has been raised by LCC to undertake this maintenance.
  • Other potholes on Main Street towards Langworth Road also reported to LCC.
  • Vicarage Lane – potholes – LCC has reported no further action will be taken on these.

  • Wooden gate on Chapel Walk – The Clerk will contact LCC to request the necessary maintenance is undertaken.
  • Action:             Clerk

 

g. To discuss and take any necessary action regarding work to the perimeter of the playing field One off clear and strim at a cost of £365 and a monthly strim during growing season of £26 per occasion

Noted additional quotation of £235 received to remove “dumped” tree trunks and branches in the corner behind the old school.

Proposed Cllr Creaser, seconded by Cllr Fotheringham and agreed by all to contact Scothern Recreation Centre to suggest a 50% contribution of the total cost to clear the perimeter (ie £300 each) and 50% of ongoing maintenance during growing season (ie £13 per occasion)

The Clerk will advise Scothern Recreation Centre of this proposal.

h. To discuss and take any necessary action regarding the maintenance and/or replacement of the Council noticeboard outside of the Recreation Centre

Proposed Cllr Mrs Nicoll, seconded Cllr Creaser and agreed by all to obtain a 2nd quote for this work.  Should this not be possible, a quote already received will be accepted as the board is a possible health and safety risk in its current state.

Planning matters:

a. 142777 – Land adj. The Croft, 22 Dunholme Road – Appeal for Planning application to convert and extend garage to form 1no. dwelling – Undergoing public consultation

b. 144176 – 22 Sudbrooke Road – Planning application for removal of conservatory, rear extension, car port and creation of first floor with ridge lift – Undergoing public consultation

c. 144213 – Land to the rear of Weir Farm Paddock – Outline planning application to erect up to 36no. dwellings – access to be considered and not reserved for subsequent applications – Undergoing public consultation - Proposed Cllr Fotheringham, seconded Cllr Canton and agreed by all that should it be necessary, Cllr Mrs Nicoll will attend the planning committee to speak on behalf of the Parish Council.  It was agreed by all that travel expenses could be claimed.

  • To receive an update regarding work to the damaged fence of Grange Park and Barbers Farm.

- Quotes are being obtained by Barber Farms to repair the fence.

b. Scothern Recreation Centre and Spirit of Scothern – receive update report

  • New drawings are hoping to be approved at March meeting where it will then go back to the Architect to propose a budget for the project.
  • A 40s night was very successful.
  • A full programme of events has been scheduled.
  • Jubilee celebrations will take place on 5th June 2022 in conjunction with the Scothern Methodist Church and Scothern Parochial Church Council (St Germain’s Church).
