Minutes of the Meeting of Scothern Parish Council

held in the Methodist Church, on Wednesday 10th January 2024 at 7.30pm

 

Present: Cllrs J Atkins, D Canton, R Creaser, J Johnson, C J Nicoll (Chair) , B Patchett, N Reyner

In attendance: L Brooks-Sleight (clerk/RFO)       6 residents (all left before item 5/2024)

None received, all present

 

3/2024 Representatives Report

 No reports received from the District & County Councillors & Police report sent prior to meeting

 

4/2024 Public Participation 7.34pm -meeting suspended.    

6 residents spoke regarding the recent floodings in the village; looking for answers; pumping station

not fit for purpose; where does the pumping station pump the water? water can’t cope; who is

responsible for the drains/beck?

6/2024 Minutes of last Meeting

The Minutes of the Council Meeting held on 13th December 2024 were approved & signed as a

true & correct record. Resolved

 

7/2024 Village Flooding

a. Emails were circulated prior to the meeting from AW, no replies from other authorities. The council discussed the residents’ issues. The flooding getting worse after heavy rainfalls. Clerk to keep emailing authorities re: the beck cleaning; pumping station efficiency; what is the council’s responsibility. Residents to be encouraged to email AW public affairs. The council discussed the pros & cons of sandbags & Floodsaxs. It was approved to purchase 80 more Floodsaxs for £599.56 and look into a sandbag hub in the village -Cllr Patchett to enquire. Cllr Johnson volunteered to store & distribute Floodsaxs & A Straw agreed to be a collection hub for the Floodsaxs.

b. Craypool Lane issues – lots of surface water going into the foul, getting worse over the years, on site meeting is being organised

 

8/2024 Clerks Report

  • Glendale will be clearing the public footpath (near The Alders) when ground a little drier, hopefully by end of the month
  • Council Contacts have been updated and place on the notice boards
  • Prepare for flooding poster has been placed on notice boards
  • LALC members survey submitted for Scothern PC

 

9/2024 Play Par

Email received & noted from Playdays, still waiting for quotes to replace/repair broken chain bridge

from other companies and for the bark top up. To be added to February agenda

 

10/2024 Scothern News

The new format has been received by the residents with positive feedback, 38 have received this by

email, 2 advertisements have been purchased for monthly insertions up to the end of June.

A logo is required.

 

11/2024 Lloyds Bank

a. The mandate to change the banking address details was approved as the clerks address. Resolved

b. The Internal auditors recommendation to acquire a PC Credit Card was discussed. Lloyds Credit Card, free for 1st year then £32 annual fee, no interest if paid in full monthly, only to be used to purchase council approved items and to stop the usage of personal cards. Proposed & seconded, approved for clerk to apply. Resolved

 

12/2024 Internal Audit Report

The interim audit report sent prior to the meeting with the appropriate actions on matters raised.  

Comments were noted and a checklist to follow for future actions over the following months.

 

13/2024 Village Planting 2024

A quote has been received from Rudies Roots for the Summer & Winter planting/maintenance in the

5 planters &  window boxes for £1284.77 inc vat (window boxes at the village hall free of charge).

Proposed & seconded.  Resolved

 

14/2024 Grant Applications 2024

Two grant applications for grass cutting were received from The Recreation Centre & St Germains.

Both applications were discussed. It was approved to the cutting of the grass at St Germain’s as

per quote received from the contractor - 10x cuts & 4x spray weedkiller around the headstones

and graves for the 2024 season at a cost of £1505.04. Also approved to the cutting of the playing

field grass, as per quote received from the contractor – 30x cuts for 2024 season at the cost

of £1428.00. The PC will instruct & pay the invoices. Proposed & seconded. Resolved

 

15/2024 Scothern Neighbourhood Development Plan Review

 The report sent prior to meeting was received with the working group comments.

 

16/2024 Community Speed Watch

 The monthly speed data was received, it was approved to purchase 2 additional set of keys

for storing equipment, Cllr Nicoll volunteered to get these and obtain PC invoice. Email

received from PC Sam Key who is keen to help with the speed watch teams and arrange

joint training with all villages in the future.

 

17/2024 Grange Park

Working group meeting held on 8th January 24 – notes received

a. Invoice received -to remove old benches and place/install 3 new benches- £310

    Proposed & seconded approved Resolved

b. To repair and re-position small notice board- £218 – to obtain quote/details for next meeting

c. To supply and install tree protection to 4 new trees- £244 – to obtain quote/details for next meeting

d. To plant four trees, supply stakes, ties, rabbit guards- £130  – to obtain quote/details for next meeting

           

18/2024 War Memorial Repositioning

Cllr Nicoll reported - awaiting meeting since Diocesan Advisory Committee visit for details and requirements

for repositioning – looking at raising the memorial; larger standing area; footpath. May need further funding,

More information is required.

 

19/2024 HMRC

Email received regarding information from HMRC PAYE missing returns dating back 2015/16 was noted,

clerk to look into further.

 

20/2024 Defibrillator

Email received from the Recreation Centre re: Defib broken light invoice which they have paid but wanting

the PC to clarify who owns/is responsible for the Defib & light and requesting a sign to inform residents of

contact details if there’s a problem. The PC discussed the email and confirmed that the PC own and are

responsible for both the light & Defib but had no knowledge of the broken light. It was approved to ask the

Recreation Centre for an invoice to reimburse them for the broken light - £45. Proposed & seconded Resolved.

Due to the village hall plans to extend, a new sign will be discussed at a later date.

 

21/2024 Councillor & Employee Protocol Policy

Received and approved. Proposed & seconded Resolved

 

22/2024 Bus Service Survey

Cllrs Johnson & Nicoll to work on the questions suitable for Scothern residents.

 

23/2024 Highways

Nothing received on the following, Cllr Nicoll to obtain more information + photos of Sudbrooke Rd.

Clerk to add to the agenda every 3 months for any updates, follow-up with Cllr Rawlins

  • Grassed area top of Elmdene on Main Street
  • Sudbrooke Road – footpath western side
  • Sudbrooke Road – cycle path eastern side

24/2024 To receive any Councillor Updates

a. Police matters – new Community Beat Manager PC Sam Keys

b. Scothern Recreation Centre and Spirit of Scothern meetings- nothing to report

c. CPR Refresher course – date/times confirmed with LIVES, now need to advertise. Cllrs Atkins & Johnson volunteered to be the contacts on the day, attend and welcome LIVES members & residents. Refreshments to be purchased.
