held in the Methodist Church, on Wednesday 8th May 2024 at 7.56pm

143/2024 Representatives Report

                Cllr Velan sent his apologies and a brief report –

  • I have not received any concerns from Scothern residents.
  • WLDC has obtained concessions from the home office regarding Scampton (scale has been massively reduced to allow for business development)
  • I will be visiting Wethersfield Asylum Seekers camp (Braintree) this Friday 10th May and I will share my observations.

146/2024 Minutes of last Meeting

The minutes of the Council Meeting held on 9th April 2024 were approved & signed as a true &

correct record. Resolved

 

 147/2024 Clerks Report

  • Lincolnshire Police Neighbourhood Newsletter has been added as a link to the website
  • Scothern Neighbourhood Plan Referendum – June 20th Cllr Reyner & Nicoll volunteered to attend
  • Emails with details have been sent to contractors asking for quotes for the new footpath at St Germain’s for the relocation of the war memorial
  • The keys for the meetings at the chapel will now be collected and returned on the same evening of the meeting to a church representative – following their original procedure with the keys
  • The internal auditor is completing the audit next Tuesday, 14th May
  • DATA Protection fee has been taken and the certificate has been renewed, expiry 9th May 2025
  • Lamp of Peace has been delivered– Cllr Reyner to ask if Recreation Centre are holding an event for D-Day to host the lamp on behalf of the village and if not, the suggestion of the Bottle & Glass

 

148/2024 Memorials Policy

The policy for memorial benches & trees within the village was discussed & approved Resolved

 

149/2024 Play Park

a. The latest play park routine check was received with recommendations

– nettles around the edge need cutting; nest swing bar needs replacing; picnic bench leg – wobbly; rubber matting under green slide; post with light leaning at the front area and rubbish outside the village hall.

b. The Chain Bridge & nest swing require repair work, clerk to obtain quotes for next meeting

c. Email received from a resident regarding play equipment for the younger residents. Cllr Atkins reported that for Health & Safety reasons, more equipment couldn’t be placed in area at the front of the village hall.

 

150/2024 Bus Shelters

2 quotes were received for the shelter cleaning. After a discussion on the cost of a weekly cleaning

schedule and whether it was necessary, it was decided to re-advertise as monthly cleaning and discuss

at the June meeting.

 

151/2024 Village Flooding

 Email received from AW and noted – the quotation has been approved to increase the size of the

discharge pipework at the water recycling centre, we are now awaiting a start date. These works

should increase the flow rate from the site when either or both pumps are running.

We have also applied for funding to fit two new larger pumps at the pumping station to increase the

flow capability of the pumping station. To note, this hasn’t yet been approved and the funding request

will be evaluated based upon priority.

Cllr Patchett reported - Andrew Straw can purchase the sand & sandbags (costing £45 tonne sand

& 100 bags - 90p each) and will invoice the council. He will store these and act as a Hub in an

emergency, approved Resolved

 The CIL Report 2022/23 and 2023/24 were received and approved, clerk to submit these

159/2024 Emergency Plan

Cllr Nicoll sent information prior from LALC’s Emergency Planning Day prior to the meeting,

Cllr Reyner, Johnson & Nicoll volunteered to join the working group. The group to meet and

then advertise for residents to join.

 

160/2024 Planning

a. To receive any decisions and discuss applications received from WLDC – no new applications

b. The Public Consultation in respect of proposed residential development of 49 units on Land off Nettleham Road, Scothern was discussed and the council would wish to be closely involved in discussions with the developers if planning permission was granted
