SCOTHERN PARISH COUNCIL

Minutes of the Meeting of Scothern Parish Council

held in the Methodist Church, on Wednesday 10th July 2024 at 7.30pm

 

Present: Cllrs J Atkins, D Canton, R Creaser, J Johnson, C Nicoll, B Patchett, N Reyner (Chair)

201/2024 Apologies for Absence

202/2024 Representatives Report

None received

 

203/2024 Public Participation 7.32pm

Resolved to temporarily suspend the meeting for the public participation. The residents present

spoke to the council, their concerns of the planning application WL/2024/00504, flooding and

drainage issues.

 

204/2024 Declarations of Interest 7.40pm

None received

 

205/2024 Minutes of last Meeting

The minutes of the Council Meeting held on 12th June 2024 were approved & signed as a true &

correct record. Proposed & seconded Resolved

 

206/2024 Chairs Report

The Chair reported on his recent visit to WLDC to present the adopted Scothern Neighbourhood Plan.

Also, he had recently been awarded an Honorary Professorship at the University of Hull.

 

207/2024 Clerks Report

  • E Matthes has signed the Bus Shelter cleaing contract
  • Cllrs Canton and Patchett have been confirmed as online users of the Lloyds Bank and will be able to authorise council online bank payments in the future
  • AGAR Forms 2023/24 were submitted to PKF Littlejohn – external auditor and the Notice of Public Rights and Publication of Unaudited Accounts for year ending 31 March 2024, has been published on the website and notice board dated 17th June – 26th July 2024.

 

208/2024 Bus Survey

No updates – still awaiting reply from Nettleham PC

 

209/2024 War Memorial Relocation

Email received from the PCC, who received the quote approved by the parish council for the new

footpath & hardstanding area and decided the best action going forwarded, would be to request

a DAC site visit.

 

210/2024 Council Meeting venue

The council discussed both the Village Hall and Methodist Church meeting rooms and approved to

stay in the Methodist Church for £26 per meeting for the period September 2024 – July 2025. Resolved

 

211/2024 Best Kept Garden

Sponsors for the prizes have been confirmed from Scothern Nurseries, Mark Harris and Jacob

Fotheringham. The council approved to pay the extra £30 to make up to £185 prize fund if no

other sponsor comes forward. Scothern Nursery vouchers have been purchased. Resolved

 

212/2024 Play Area

Cllr Atkins presented the monthly routine play area check. Discussions regarding repurposing the

tennis courts – clerk to email the Recreation centre asking for their views for the area. The Annual

Inspection quote received from RoSPA £114+vat if booked before the end of July at a reduced rate

but would be normal rate is booked from Aug, still awaiting quote from Play Inspections. The council

want to wait for the 2nd quote from Play Inspections for comparison before making a decision.

Clerk to email all once received due to next meeting in September.

 

213/2024 Overgrown Car Park

Email received from a resident adjacent to the car park off Juniper Drive stating to overgrown

weeds/plants and trees. Quote to remove all the low branches off the trees and strim/weedkill

the plants/weeds growing up the fences - £265 +vat from Glendale. Proposed, seconded &

approved. Resolved

 

214/2024 LALC Training Scheme

Cllr Reyner & Nicoll due to attend the LALC Annual Conference 24th July. The clerk & Cllr Atkins

attending the Planning session 4th September. Cllr Atkins registered her interest in atte nding a

course Communicating with the Community- request information from LALC on any courses they

may be providing on this subject.

 

215/2024 Highways

Clerk to contact Highways & Cllr Rawlins to re-access the cycle path and footpath between Scothern & Sudbrooke

 

216/2024 Community Speed Watch

Cllr Creaser provided the recent speed data report. The council discuss Speed watch and agreed to

advertise for more volunteers.

 

217/2024 Police

Cllr Canton updated the council on the recent police report.

218/2024 Finance

a.The monthly accounts for payment & the corresponding bank statements were approved as a true

& correct record. Proposed & seconded. Resolved

b.Payments due in August due to no meeting were approved – clerk to present at the September meeting

 

 

219/2024 Village

  • Cllr Creaser will survey the village assets in August
  • Dog bin Grange Park – report to WL
  • Footpath from Church St to Grange Park – quotes required for the September meeting
  • Over-hanging hedge Weir Farm Paddock – Cllr Canton volunteered to speak with the owners

 

 220/2024 Planning

The following planning applications were discussed:

Ref: WL/2024/00419, for single storey extension to form a utility, Brookside Cottage 18 Main Street

no comments

 

Ref:WL/2024/00463, Planning application to remove existing conservatory to front of property and

replacement with sunroom, Apple Tree Cottage, School Cresent no comments

 

Ref:WL/2024/00504,  3no. dwellings with new access driveway and associated parking and garaging,

and replacement of existing garage to the rear of 16 Church Street. The council discussed and

approved to object due to access, parking and shared drive.

222/2024 Agenda items for next meeting and any updates/points from members 

Request to 3rd Witham & EA to clear the plants in the beck between Eldeme – Craypool Lane

 

  

223/2024 The council resolved to exclude the public and press in accordance with the Public Bodies

(Admission to meetings) Act 1960 s1 (2) due to the confidential nature of the items to be Discussed

The clerk and resident left the meeting 8.44pm

Clerks 6 month review was held prior to the meeting, the council approved to increase the clerks

hours to 12 per week from 1st July 2024 and approved to pay the clerk for the extra hours worked.
