held in the Methodist Church, on Wednesday 11th September 2024 at 7.30pm

226/2024 Public Participation 7.32pm
Resolved to temporarily suspend the meeting for the public participation.
The resident spoke to the council about the updated bus services to surrounding
villages but not for Scothern and would like the council to ask the companies – why?

The notes of the Parish Council Meeting held on 10th July 2024 were approved & signed

229/2024 Clerks Report
-Multidata invoices – WLDC have had an issue receiving invoices, a new contact has been set up so the Aug & Sept invoices will be submitted together.
-Anglian Water – a quotation to increase the size of the discharge pipework at the water recycling centre was approved to increase the flow rate. Some work has been carried out to upgrade the pumps at the pumping station but there is still work required at the Water Recycling centre. An obstruction has been found in the sewer on Back Lane and work to remove has been actioned. No reply from the Environment Agency. 3rd Witham Drainage replied to say they don’t own the watercourse and cannot manage 2 cuts of the beck vegetation.

231/2024 Bus Service
The council discussed the comments made by the resident in the public participation section and approved to write to
LCC, PC Coaches, Cllr Rawlins and Sir Edward Leigh to ask why Scothern missed out on the extra, night service and why
the extra Government Funding for rural buses hasn’t been allocated for the Scothern route.
232/2024 Grange Park 29/7/24
The groups notes from 15th July were received, the council discuss issues raised and approved that the clerk would
continue to instruct any contractors. Email received from Barber Farms regarding the fence and tree pruning.

234/2024 Blister pack recycling 5/8/24
Email received from Nettleham PC with information on the recycling of blister packs. After a discussion on the costs
and no suitable place to provide the service, it was decided not to pursue at this time in Scothern. Residents to be
informed of the service at The Hub in Nettleham. Resolved
235/2024 War Memorial Relocation
The clerk attended a meeting with the DAC & Church Wardens. The DAC recommended/suggested – wanted to
check the base/foundations for the memorial; health & safety reports of the area; depth of the new footpath
required; archaeology investigations for the proposed area and evidence of alternative locations considered. Clerk to
follow up with these. Also, the clerk attended the SRC meeting along with Cllr Reyner & Johnson regarding the
possibility of the War Memorial being placed on their land in front of the village hall. The committee would like more
details/position information before any decision can be discussed or made.

It was approved to purchase a Remembrance Wreath from Royal British Legion poppy
shop for £17inc vat + £4.50p&p Resolved
237/2023 Emergency Plan
Cllrs Reyner, Johnson, Nicoll and the clerk met in August to discuss the Emergency Plan. The clerk still gathering
permissions/contact numbers before the form can be approved by the council and submitted to the Lincolnshire
Resilience Forum.

-Road Closure Scothern level crossing 23/09/2024-25/09/2024 maintenance
-Langworth Road (Between Saxon Fields & Level Crossing) 30/09/2024 - 25/10/2024 resurfacing
-The road sweeper has been through the village twice in the last month to remove the large amount of straw along the highways, as requested by the parish council. Also requested, the drains/gullies have been cleared due to being blocked from the straw.
-The cycle & footpath on Sudbrooke Rd has been assessed by highways - this does not require urgent repair, the
location has been identified for a larger scale improvement scheme but are unable to give dates or commit at this time and will continue to monitor it as part of the routine inspections of the highway.

Email received from PC Sam Key – information and poster to advertise the Community Speed watch.

Crime report NC07 Specific received prior to meeting. A new PCSO has been assigned to assist PC Sam Key.

The monthly accounts for payment & the corresponding bank statements were approved as a true &
correct record. Budget v Expenditure Report – end of August 24 was presented.

244/2024 Village Maintenace
-Cllr Creaser sent the latest report - 31 August 2024 prior to the meeting – no current issues.
-Hammer & Nails has volunteered to remove the large stones/hardcore from the public footpath
Church St to Grange Park due to the current uneven surface, approved, Resolved clerk to thank him.
245/2024 Planning
Ref: WL/2024/00661, for conversion of garage including rear extension, replacement windows& door, external rendering/cladding & internal alterations. 18 Craypool Rise, Craypool Lane – no comments
Ref: WL/2024/00570, Planning application to erection 49no. dwellings including formulation of new vehicular access from Nettleham Road, internal access roads, provision of areas of open space, landscaping, and drainage infrastructure. Land off Nettleham Rd.Comments approved via email between meetings -Scothern Parish Council would like to see this planning application determined by the Planning Committee and not under delegated powers due to the large development proposed. For the development, they would like to suggest that vehicles are prevented from travelling through the village due to safety concerns. The village suffered from serious flooding during storms (Babet and Henk) end of 2023, the Anglian Water Pumping Station on Northing Lane didn’t cope with the flow of wastewater (foul) and the council have concerns that a development of this size would add extra pressure on the, already struggling pumping station. Affordable housing is to be provided within the site - to prevent any possible discrimination of the occupants of these properties these should be integrated into the development. For the consultation with local residents, only selected areas/properties that are in close proximity to the development site were contacted, this development will affect the whole village so every household should have been consulted. The local school, Ellison Boulters Academy in Scothern and the doctors’ surgeries in Nettleham and Welton are all at capacity, the impact this development would have on these will need investigating further.
A brief consultation meeting with the proposed developer and the Parish Council took place on 9 April 2024 but village residents were not present, and no discussion or ideas were put forward for a unilateral Section 106 Agreement. The council would like to see dwellings (bungalows) available for local residents to downsize and remain within Scothern, where caring support is available.

Email received from a resident re: a dying tree on The Green. The council investigated the area and
the land doesn’t belong to the Parish Council but to the residents on The Green. Clerk to send a reply.
