Scothern Parish Council Minutes of the Meeting of Scothern Parish Council
held in the Methodist Church, on Wednesday 13th March 2024 at 7.30pm
Present: Cllrs J Atkins, D Canton, R Creaser, J Johnson, C J Nicoll, B Patchett, N Reyner
In attendance: L Brooks-Sleight (clerk/RFO)
Cllr Nicoll provided written confirmation of her resignation as Chair of Scothern PC prior to the meeting.

67/2024 Representatives Report
LCC Rawlins reported to the council - Full Council at LCC approved the Devolution recommendations on
Wednesday 13th March at any Extraordinary Meeting for the purpose of debating this issue. Full details of the
papers discussed at the meeting are available on LCC’s website.
The previous Full Council meeting debated the Council’s budget and accepted the recommended Council Tax
increase at 4.99%.
Emailed received from the clerk regarding lorries through the village has been passed on to the Highways
manager.
68/2024 Public Participation Chair suspends the meeting at 7.37pm
2 residents spoke about concerns over a recent planning application and a resident spoke about the lack of the
buses through the village.
7.48pm residents left and Chair re-opens meeting

70/2024 Minutes of last Meeting
The Notes of the Council Meeting held on 14th February 2024 were approved & signed as a true & correct
record. Resolved
71/2024 Village Flooding
Email received from LCC with information on the Section 19 Flood Investigations, more information will be sent
once dates have been confirmed for the area. Cllr Nicoll reported that the pumping station will be upgraded to
have 2 pumps, diameter of pipe replaced with wider pipe in the near future.
Sand & sandbags – three quotes received from Wickes, Travis Perkins and A Straw but the council unsure of
quantities required. To be added to April agenda
72/2024 Clerks Report
- Grant Application has been submitted for the war memorial relocation footpath -Cllr Johnson completed as the clerk was on annual leave
- Emergency Plan – No further information to date, Cllr Baptiste Velan has said WLDC officer unable to attend the March & April meetings with advice
- There has been no charge for use of Methodist Church for the CPR session
- Lamp of Peace – D-Day celebration has been ordered

74/2024 Assets Register
The assets register cannot be located-no copy found. Clerk to search assets & create new register for next
meeting.
76/2024 Meeting Dates 2024/25
Meeting dates confirmed as 2nd Wednesday of each month except no meeting in August, approved Resolved
77/2024 Community Speed Watch
The speed data report was received and noted. Email read from a resident requesting the Speed Watch on
Sudbrooke Rd, Cllr Canton replied to the resident & asked whether they would like to join the group.
78/2024 Scothern Neighbourhood Plan
The examiners final report was circulated prior to the meeting, the working group had no comments, Cllr Nicoll
sent a reply prior to the meeting.
79/2024 Public Footpath near The Alders
One quote received from Glendale to clear & re-seed grass area (due to mix up over original request/quote) –
£75+vat. This was proposed, seconded and approved. Resolved
Item 80/2024 moved to 92/2024 due to Confidential emails received
81/2024 Grange Park Notice Board
Only one quote was received to sand down and prep the Legend notice board and re stain with Ronseal satin
Mahogany - £150 from Hammer & Nails. This quote was proposed, seconded, approved Resolved

83/2024 Highways
Cllr Rawlins reported - The Highways team are looking into the footpaths with edging works on the Wragby
Road, Sudbrooke footpath are planned.
Corner of Elmdene/Main St – was reported on Fix my Street to request a hard surfacing to allow vehicles to
park without churning up the grassed area. HW reply– not a priority & will not be taken any action at this time.

Cllr Canton reported on the Road Safety Partnership Engagement Session he attended with facts & figures, crime
report for January 2024.

The monthly accounts for payments & the corresponding bank statements were approved as a true & correct

88/2024 WLDC Budget 2024/25 Questions
To receive email from Cllr Velan
- What would your parish need in terms of culture, heritage and sports, how could this help your villages, any organisations could be supported? – no comments
- Have you noticed a deterioration in street cleaning (quality or frequency) and if so what could be done to remediate? - Yes, have noticed the infrequency of street cleaning. The road sweeper has been requested on several occasions since September but hasn’t been in the village. The council would like to see the road sweeper through the village more frequently to remove the straw/leaves/mud/soil that gathers, and this would help stop the drains/gullies getting blocked when it rains. Also, cleaning of the drains/gullies more frequently would help the water flow when it rains and stop them getting blocked, thus preventing local flooding.

- Cllr Atkins reported that she attended the Play Equipment Training and is now qualified to check the play area. Clerk to contact Welton PC – thank them and notify that the council no longer requires them to check to equipment. Cllr Atkins also informed the council that they are able to volunteer to spread play bark instead of paying a contractor.
