Parish Council Clips May 2023

The following is a summary of the Annual Parish Council Meeting held on 10th May 2023.

Present at the meeting were five Parish Councillors, Lincolnshire County Council (LCC) Councillor and Members of the Public.

Annual Parish Council Meeting
It was confirmed that seven Parish Councillors were elected uncontested at the recent election. As this was the Annual Parish Council meeting there was an election for the Chair and the Vice Chair. Councillor Cathryn Nicoll was elected as Chair and Councillor Jane Johnson was elected as Vice-Chair.
Councillor responsibilities were discussed and agreed, and these will be published on the Parish Council website.  

The Provision of Public Transport in Scothern.
Councillor Rawlins advised of an additional bus service operated by PC Coaches to be introduced from Tuesday 30 May 2023. This service will be in addition to the current Call Connect Service. The Parish Council will continue to explore all opportunities to further improve the provision of public transport for Scothern residents. A survey of demand and usage has been commissioned from the University of Lincoln Business School and the Chair of the Parish Council is meeting with the Senior Transport Officer at LCC.

Litter Picking
After the successful participation in the Great British Spring Clean in April it was agreed to hold litter pick events on a quarterly basis. The next event is planned for the beginning of July 2023. Residents of all ages are requested to support; it was great to have younger villager participation at the last event. More details to follow.

Best Garden Competition 2023
Judging for the best garden competition will commence in May 2023 and will continue throughout June and July. Judges will be looking for gardens that maintain their standards throughout the period. The categories are:
•    Small Gardens
•    Medium/Large Gardens
•    Attractive garden that is favourable for wildlife.

Planning Matters

a)    144213 – Land to rear of Weir Farm Paddock Scothern – APPEAL WITHDRAWN 
Outline planning application to erect up to 36no. dwellings  
b)    146177 – 17 St Germain’s Way Scothern – GRANTED TIME LIMIT + CONDITIONS 13/03/23 Planning application for extension to attached garage 
c)    146342 – 9 Orchard Close Scothern LN2 2XB – GRANTED TIME LIMIT + CONDITIONS 14/04/23 application for single storey rear extensions including first floor front extension and porch extension. Not yet determined.
d)    146418 – Orchard Lodge 14 Dunholme Road Scothern LN2 2UD application for removal of existing dwelling and erection of 1no. replacement dwelling - Not yet determined.
e)    146509 - Land Adjacent to, Stonefield House, 10 Main Street, Scothern, Lincolnshire, LN2 2UF application for 1no. detached dwelling with new vehicular Council will oppose this application on the following grounds: 
-    Historical/archaeological grounds.
-    Last open space left in the centre of the village.
-    Restricting views of Grade II* listed St Germain’s Church and Grade II listed Manor House.
-    Impact on St Germain’s Church contrary to Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
-    Creating road traffic hazard on narrow stretch of road adjacent to bus shelter.
f)    146582 - Land to the rear of, 16, Church Street, Scothern, Lincoln, Lincolnshire, LN2 2UA Planning application for 3no. dwellings with new access driveway and associated parking and garaging, and replacement of existing garage to the rear of 16 Church Street. 
Council will oppose this application on the following grounds:
-    The density/size of the properties on the proposed site.
-    The number of vehicles that would be manifested.
-    The private driveway is directly on a road junction.
-    There is inadequate parking on the site which does not comply with the Scothern Neighbourhood Development Plan.
-    The character and appearance of the surrounding buildings is not safeguarded.
-    The site is close to the Grade II* listed St Germain’s Church and the proposed residences will not be respectful of the church and will not comply with planning policy and guidance on heritage and design; contrary to Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990.
-    Brinkburn House (16 Church Street) is listed in the Scothern Neighbourhood Development Plan Character Assessment.

Council E-mail Addresses
From Monday 16th May the Parish Council will be moving over to new e-mail addresses to improve its governance. The Clerks e-mail address will change to clerk@scothern-pc.gov.uk and all Councillors e-mail addresses will change to firstname.lastname@scothern-pc.gov.uk details will be added to the Parish Council website and to the noticeboards.
