PARISH COUNCIL CLIPS

The following is a summary of the Scothern Parish Council meeting held on 9th November 2022. All seven councillors were present.

Discussion on Bus Services to and from Scothern

PC Coaches have recently been contacted again with a request to extend their bus service.  By way of reply, they have advised that it is not feasible to increase services, and suggested use of the ‘Call Connect’ on-demand service. Lincolnshire County Council has also been contacted but is unable to change its existing timetable.

The Parish Council will continue to liaise with Lincolnshire County Council and the bus companies in the pursuit of a more flexible and reliable service to serve Scothern.

Vehicle Activated Speed Signs

Following the successful implementation of the two current speed signs, a third will now be purchased.  Although there is still speeding, particularly on exiting Scothern, these signs have had some success in slowing drivers down.

Refurbishment to Scothern War Memorial

Thank you to everybody who responded to our public consultation.  This ended on 30 November to allow the Parochial Church Council to apply in December for the required Faculty for the works.  The Parish Council is liaising with WLDC to secure grant funding to pay for the refurbishment. 

Christmas Tree event and Village Live Advent Calendar

The date for the Christmas Tree event has been moved to 2 December 2022, and residents are requested to arrive at 5.30pm.

Scothern Neighbourhood Plan Review

Following recent Neighbourhood Plan consultation events; and delivery of a questionnaire to all residents, 111 responses have been received.  These now need to be collated, but initial indications are that residents are largely in support of the vision for Scothern.

Budget and Precept Setting

Inflation is currently running at about 10%, and some of our costs in the 23/24 year will increase by approx. 6%.  Despite this, the Parish Council has managed to keep its budget increase down to 3.74% to for 2023/24 year, and a provisional precept demand for £32,210.00 will be submitted to WLDC for this amount.  

Flooding Issues on Craypool Lane

Lincolnshire County Council have advised that a works order was raised on 5th September 2022 to its planned programme of jetting, to both jet through and to investigate the system on Craypool Lane.  An exact date for these works is not yet available but LCC have asked that it can be looked at as a priority within the works programme.

Planning Matters

a)       145096 - Hybrid planning application for proposed 57km pipeline scheme between Elsham and Lincoln, a 1.5km spur at Welton and associated above ground infrastructure at Elsham, together with outline planning application for associated ground infrastructure at Welton with access to be considered and not reserved for subsequent application.

b)       145704 - Planning application for proposed first floor extension over former double garage and 2no. rear single storey extension - Thistle Grove 40 Sudbrooke Road Scothern Lincoln LN2 2UZ. 

c)       145522 - Farm yard to East of Red Barn Farm Langworth Road Scothern Lincoln LN2 2UP - Planning application for new service road to the barns and farm yard – Amended plans submitted.       

All Planning Applications can be viewed on West Lindsey District Council’s website by use of their application tracker; and comments on individual applications can also be made.
