The following is a summary of the Scothern Parish Council meeting held on 11th January 2023. All seven councillors were present.

Discussion with Local Police Inspector Liaison 
The Parish Council has recently met with the new community police inspector and raised issues of parking within Scothern and non-visibility of the policing team. 

Vehicle Activated Speed Signs
A third speed sign has now been installed on Main Street, this means the Parish Council has three speed signs in the village. The signs in place have recorded excess speeds on both entry to and exit from the village. However, we are noting some success in the overall reduction of speeds.  

Refurbishment to Scothern War Memorial
The work to refurbish the war memorial is progressing well and WLDC have agreed to make a contribution towards the costs of the refurbishment.  

Scothern Parish Council Internal Audit Report
The Parish Council reviewed the content of the internal audit report sent on 15th December 2022. The internal auditor examined Council business including policies, agendas & minutes, accounting and financial statements and other relevant documents. No actions were required but some areas were offered as suggestions for improvements. These were discussed by Councillors and necessary actions will be taken.

Planning Matters
a)    145096 - Hybrid planning application: proposed 57km pipeline scheme between Elsham and Lincoln, a 1.5km spur at Welton, associated above ground infrastructure at Elsham, together with outline planning application for associated ground infrastructure at Welton with access to be considered and not reserved for subsequent application – to be determined.
b)    145704 - Planning application: proposed first floor extension over former double garage and 2no. rear single storey extension - Thistle Grove 40 Sudbrooke Road Scothern Lincoln LN2 2UZ – approved with conditions.
c)    Planning Inspectorate Appeal Ref: APP/N2535/W/22/3306219.
144213 - Land to rear of Weir Farm Paddock, Scothern.Outline planning application to erect up to 36no. dwellings - access to be considered and not reserved for subsequent applications – decision awaited from Planning Inspectorate.

Maintenance
The Parish Council agreed to proceed with the provision of an emergency light adjacent to the defibrillator at the Recreation Centre. 

Parish Council Clerk
Michelle Vail, Parish Council Clerk has submitted her resignation to the Parish Council and left the position on the 8th January 2023. The Parish Council have commenced recruitment for a new clerk.
